Switching Qualiopi Certifiers: When and How to Transfer Your Certification

Your certification body has raised its prices, takes three weeks to answer an email, or charges disproportionate travel expenses because no auditor covers your region? You are not tied to your Qualiopi certifier for life. Switching is possible, both at the end of your cycle and mid-cycle — provided you follow a few rules so that your certificate never lapses during the changeover. Here is when and how to organise the transfer if you run a training organisation in France.

Why switch Qualiopi certifiers?

Training providers who consider a change almost always cite the same reasons:

• Price. Rising quotes for surveillance or renewal audits, ancillary fees that inflate the invoice, or significant gaps discovered when comparing quotes from several certification bodies.
• Responsiveness. Difficulty scheduling an audit within a reasonable timeframe, slow replies, cumbersome handling of reports and certificates.
• The quality of the audit relationship. Auditors who do not know your sector, a different contact person at every audit, audit feedback you cannot act on.
• Geographical coverage. A certifier with no auditor near you will bill travel expenses that, over a full cycle, add up quickly.

Comparing prices: what actually varies between certifiers

One essential point when reading a quote: the duration of Qualiopi audits is set by regulation, using an identical scale for every certification body (based on your turnover and your categories of actions). A certifier therefore cannot “sell” you a shorter audit than its competitor. The price comparison comes down to three items:

One last word before deciding on price alone: audit economics research established long ago that not all audits are equal. In a seminal paper published in 1981 in the Journal of Accounting and Economics, Linda DeAngelo showed that audit quality depends directly on the auditor’s independence and reputation — an auditor with a name to protect has far more to lose by overlooking a deviation (see the study on Google Scholar). Applied to Qualiopi: a demanding certifier who flags your gaps without complacency prepares you far better for your funders’ controls than one chosen simply for being the cheapest.

The simplest moment: the end of the 3-year cycle

The smoothest scenario for changing certifiers is to wait until your certification cycle ends. In practice:

1. You request quotes from several accredited certification bodies several months before your certificate expires.
2. You sign with the new certifier for your renewal audit.
3. That renewal audit, carried out before your current certificate expires, opens a new 3-year cycle with the new certification body.

The advantage: there is no transfer procedure as such, since you are starting a new cycle. The constraint: anticipation. Certifiers’ audit schedules fill up months in advance; start comparing quotes and sign at least six months before your certificate’s expiry date so you stay in control of the calendar and guarantee continuity between the old certificate and the new one.

Mid-cycle transfer: possible, under conditions

You do not have to wait for renewal. A mid-cycle certification transfer is possible between COFRAC-accredited (or authorised) certification bodies. The principle:

• The new certifier carries out a review of your file: a certificate still in force, the reports from your previous audits, and evidence that any non-conformities raised have been closed.
• If it accepts the transfer, it takes over your cycle as it stands. This is the key point to understand: the calendar is not reset. Your surveillance audit and renewal audit remain due on the dates originally planned.

The usual eligibility conditions

A transfer is only feasible if your situation is clean:

• A valid certificate at the time of transfer;
• No ongoing suspension — a suspended certificate cannot be transferred; you must first resolve the situation with your current certifier (see our article on withdrawal and suspension of Qualiopi certification);
• No open major non-conformities: major findings from previous audits must have been closed out.

The precise arrangements (documents required, possible file-review fees, lead times) vary from one certification body to another: ask the prospective certifier for its transfer procedure before terminating anything with your current one.

Watch points during the changeover

Switching certifiers carries no inherent risk — provided you lock down four points:

• Never let your certificate lapse during the transition. Without a valid Qualiopi certification, access to public and mutualised funding is immediately blocked (Article L6316-1 of the French Labour Code): CPF, OPCOs, France Travail, regional funding. This is the only real danger of a poorly sequenced change — sign with the new certifier before leaving the old one.
• Check the coverage of your categories of actions. The new certification body must be accredited for all your categories (training actions, skills assessments, VAE, apprenticeship). An oversight here would leave part of your activity uncovered.
• Notify your funders. If your certificate number changes, inform your OPCO and other funding bodies to avoid files being blocked by an automated check on the certificate number.
• Update your materials. New certificate, new certifier logo: your website, catalogues, training agreements and commercial proposals must display the correct references.

Decision checklist before you sign

Before making the switch, lay everything out:

1. Total cost over a full cycle (initial or renewal + surveillance + ancillary fees), not just the first quote.
2. Real availability: how long to schedule an audit? Who is your contact person?
3. Auditor specialisation in your sector and your categories of actions.
4. Geographical coverage, and its impact on travel expenses.
5. The prospective certifier’s transfer procedure if you switch mid-cycle, and the exact sequencing that guarantees certificate continuity.

If the saving amounts to a few hundred euros per cycle but your current certifier is responsive, knows your file and helps you improve at every audit, staying put may be the better choice. If, on the other hand, the cost gap is clear or the audit relationship has deteriorated, a transfer is a well-managed, low-risk process — as long as it is anticipated.
