How many organisations are Qualiopi certified? The figures and where to verify them

How many organisations have obtained Qualiopi? The question matters both to organisations preparing for certification (to gauge the difficulty) and to training buyers (to understand what “certified” means in the market). Order of magnitude: around 45,000 certified organisations in early 2025, roughly one third of registered providers. Here is the detail, the breakdown by category of actions, and above all the method to get the exact, current figure — because it moves every week.

The order of magnitude: one third of registered providers

As of 1 January 2025, France had more than 130,000 training organisations holding a training activity number (NDA). Of these, around 43,000 were Qualiopi certified, a figure that passed 45,000 in the following weeks — a certification rate of roughly one third.

This ratio often surprises, but it is consistent: Qualiopi is not required to operate, only to have your services funded by public and pooled schemes (CPF, OPCO, France Travail, the State, the Regions). Tens of thousands of organisations work without certification: subcontracting trainers covered by their client’s certificate, providers working exclusively with companies on private funds, or structures with a secondary training activity. The breakdown by category of actions

Certification is issued per category of actions, and one organisation can hold several categories. In early 2025, the breakdown was approximately as follows:

The sum exceeds the total number of certified organisations: the vast majority are certified for the “training actions” category only, and a minority hold two, three or four categories. This certification scope is explicitly stated on each certificate — an organisation certified for “training actions” cannot get skills assessments funded without extending its scope.

Where to find the exact, current figure

There is only one official source: the public list of training providers, published by the French Ministry of Labour on data.gouv.fr and updated continuously. The file lists all NDA holders with, for each, the certifications held per category of actions. To count the certified providers: download the file, filter on the certification columns, deduplicate by SIREN. Be wary, on the other hand, of static figures found on the web (including the one in this article, given to set the order of magnitude in early 2025): between new certifications, renewals and withdrawals or suspensions, the list changes every week.

What the dynamics of the figures tell us

The ramp-up was spectacular: from zero in 2019 to more than 40,000 certified organisations by the time the requirement took effect (January 2022), followed by a cruising pace driven by new entrants and scope extensions. This rapid diffusion of a quality certification is not unique to France: a study by Guler, Guillén and Macpherson published in 2002 in Administrative Science Quarterly on the international diffusion of ISO 9000 certificates showed that adoption of a quality standard accelerates sharply when the State and major buyers make it a condition of access to contracts — exactly the mechanism chosen for Qualiopi through public funding (study on Google Scholar).

Concretely, for a provider, these 45,000 certified organisations mean two things. First, certification is no longer a commercial differentiator: it has become the entry ticket, and differentiation now plays out on client reviews and performance indicators. Second, the audit is a well-oiled, standardised process — certification bodies audit thousands of organisations a year, and the expectations per indicator are now well documented.

How many pass the audit?

There is no official public statistic on the initial-audit failure rate. Field feedback from certifiers nevertheless converges: outright failure (certification refused) is rare, because the procedure includes a correction mechanism — the auditor issues minor or major non-conformities, which the organisation can resolve within the allotted time before the certification decision. The real risk is therefore not elimination but delay: a poorly anticipated major non-conformity adds weeks and sometimes a billed follow-up audit. Hence the value of a serious self-assessment upstream, or even a mock audit.
