VAE funding from Transitions Pro in 2026: the €2,000 flat rate and eligible expenses

A decree published in late July 2026 closes a gap in how validation of prior experience (VAE) gets funded: side expenses — transport, meals, accommodation, eligibility review fees, recommended additional training — that used to stall some journeys for lack of clear coverage. Decree n° 2026-678 of 27 July 2026, issued under article 10 of law n° 2022-1598 of 21 December 2022, sets out how VAE journeys are funded by the regional joint interprofessional commissions (CPIR) — the network known as Transitions Pro, the same body that handles Projet de Transition Professionnelle applications. Published in the Journal Officiel on 29 July 2026, it took effect the very next day, 30 July 2026.

The text sets a flat funding rate of €2,000 per VAE journey, available to candidates whose file is reviewed by their regional CPIR.

What the flat rate covers

The decree lists precisely which expense categories can be funded within this ceiling:

• personalised support fees, provided by an Architecte Accompagnateur de Parcours (AAP);
• eligibility review fees for the candidacy file;
• evaluation session fees organised by the certifying body (the panel);
• fees for mandatory or recommended additional training, following the eligibility analysis or a partial-validation decision from the panel;
• transport, meal, and accommodation costs tied to the journey.

This list spans the whole chain, from filing the application through to the panel interview — including, as a new feature, the side travel costs that used to fall on the candidate with no identified funding route.

What changes in how this fits with CPF

The main value of the text lies less in the amount itself than in how it complements the Compte Personnel de Formation. Since decree n° 2025-663 of 18 July 2025, CPF has already covered the full cost of support and panel fees for a VAE journey. But several specialist sources agree on one point: for journeys funded through CPF, the candidate’s transport, meal, and accommodation costs are no longer covered by the Caisse des Dépôts. That is precisely the kind of expense the Transitions Pro flat rate now picks up — complementing CPF rather than competing with it.

In practice, a candidate can mobilise their CPF for support and the panel, and separately apply to their CPIR for travel and accommodation costs tied to those same steps — two distinct applications, to be planned separately in the journey’s timeline.

Your organisation’s role in the application

The funding application is filed by the candidate themselves with their CPIR, not by the support organisation. But your role as an AAP still matters upstream:

1. Provide a detailed, itemised support quote, so the CPIR can review a request based on justified amounts rather than a lump-sum estimate.
2. Precisely document any recommended additional training, when the eligibility analysis or a partial-validation decision from the panel identifies a need — this separate quote must match the programme actually followed.
3. Keep the candidate’s travel receipts whenever your support or the panel session requires an in-person session, to back up their claim for these side expenses.
4. Remind the candidate that the flat rate is a ceiling, not an automatic entitlement: the CPIR reviews each request against actual receipts and can adjust the amount granted accordingly.
