ISQ-OPQF vs. Qualiopi: two recognitions, two logics — which one do you need?

Any training organisation comparing the quality marks of the French sector ends up asking the same question: do the ISQ-OPQF qualification and Qualiopi certification overlap? The answer is no — and understanding why prevents two symmetrical mistakes: believing the qualification exempts you from Qualiopi (it exempts you from nothing), or dismissing it as a useless duplicate (it attests something else entirely).

Two legal natures, two methods

Qualiopi is a conformity certification. A certification body sends an auditor to verify, on documents and through interviews, that your practices meet the indicators of the RNQ (Référentiel National Qualité, the French national quality framework). The outcome is binary, indicator by indicator: compliant or non-compliant — the detail plays out across the framework’s 32 indicators.

ISQ-OPQF is a company qualification. No audit: ISQ reviews a file — client references, human and technical resources, financial data, regulatory compliance — and a body that includes professionals of the sector examines the application. What is assessed is not a process but a capability, demonstrated by an actual track record. Two rows deserve attention. First, the financial dimension: it is Qualiopi’s true blind spot — the certification says nothing about an organisation’s economic solidity — whereas the qualification makes it a central criterion. Second, the funding effect: it runs one way only. Qualiopi opens the funds; ISQ-OPQF opens none, ever since certification became mandatory on 1 January 2022.

Why both marks coexist: what research says

Two “quality” schemes cohabiting on the same market is no anomaly. David Dranove and Ginger Zhe Jin, in their reference survey published in 2010 in the Journal of Economic Literature, show that quality-disclosure and certification mechanisms answer different information needs depending on the buyer, and that a certificate’s value depends on what it measures and who grants it. Transposed to training: a public funder needs a homogeneous conformity guarantee it can control at scale — that is Qualiopi. A private buyer committing to a provider for three years needs to know whether the company is solid and professional — that is the qualification’s territory.

Three profiles, three answers

You are starting out, or your model depends on funding (CPF, OPCO, France Travail). There is no question to ask: Qualiopi first, and Qualiopi only. The qualification requires a track record — references, financial history — you do not yet have, and it would unlock no funds anyway. It highlights what your certification does not show — the company’s solidity — before buyers who have known the scheme for decades. Holding both: organising complementarity without doubling the work

For that third profile, the practical question becomes: how do you run both schemes without duplicating the documentary effort? Three principles suffice.

A single evidence base. Client references, trainers’ CVs and qualifications, satisfaction survey results, regulatory compliance evidence: these documents serve both files. Keep them in one dated, versioned system rather than two parallel binders that will inevitably drift apart.

A shared calendar. Qualiopi already imposes its rhythm — surveillance audit, renewal. Align the upkeep of the qualification file with those same milestones: every audit preparation becomes the opportunity to refresh references and financial data.

A clear split of messages. In your communication, Qualiopi answers “can I be funded?”, the qualification answers “is this provider solid?”. Mixing them weakens both; articulating them — conformity on one side, company-level professionalism on the other — produces a complete commercial narrative, particularly effective in tender responses.
