Is the EDUFORM label really equivalent to Qualiopi certification?

“This GRETA isn’t Qualiopi-certified, it’s EDUFORM-labelled: does that count?” The question comes up regularly among funders, training buyers and partners of French Ministry of Education structures. The answer is yes — and it rests not on administrative tolerance but on a precise legal mechanism written into the French Labour Code. Here is how it works, what exactly it covers, and what to check before relying on it.

Two legal routes to one quality requirement

Since 1 January 2022, any provider seeking access to public or pooled training funds in France (CPF, OPCOs, France Travail, regional councils, Caisse des Dépôts) must be certified against the national quality framework — the obligation set by article L. 6316-1 of the Labour Code. What is less well known is that article L. 6316-2 organises two routes for delivering this certification:

1. Certification by an accredited certification body — accredited by Cofrac (the French accreditation body) or a signatory of an equivalent European coordination agreement: the standard Qualiopi route, taken by the vast majority of training providers.
2. Labelling by a body recognised by France compétences, against the same national framework: the route taken by the Ministry of Education’s network with EDUFORM.

Both routes produce the same legal result: the quality requirement is satisfied. There is no “discount Qualiopi” — the underlying framework is identical, and France compétences only recognises a labelling body after verifying that its process involves an administrative authority and offers guarantees of independence from the structures it labels.

Why EDUFORM is part of the system

EDUFORM is the quality label of the French Ministry of Education for the continuing vocational training delivered by its network, created by a decree of 24 February 2017. It attests that services comply with a good-practice framework registered with AFNOR (BP X50-762) which incorporates the requirements of the national quality framework — the same criteria detailed in our indicators guide.

Crucially, the ministry appears on the list of labelling bodies recognised by France compétences. Eight bodies were recognised for 2023-2025, then renewed for the period from 1 January 2026 to 31 December 2028 — we review them in our article on the list of recognised labelling bodies. This recognition is what gives the EDUFORM label its force: a labelled structure is deemed to satisfy the quality requirement, without separate certification by a Cofrac-accredited body.

What the equivalence covers — and what it doesn’t

The equivalence is real, but it has precise contours worth knowing.

The main point of vigilance is scope: the label covers defined structures and services. A partnership, a joint delivery arrangement or a new activity is not automatically covered by a GRETA’s label. Before relying on the equivalence in a funding file or a public contract, check that the structure concerned is indeed labelled, for the activity concerned, at the relevant date.

Another nuance: the equivalence depends on two distinct clocks. That of the label itself (three years, with monitoring), and that of the body’s recognition by France compétences, reviewed every three years. As long as EDUFORM appears on the list in force — which is the case for 2026-2028 — the mechanism applies in full.

What research says about third-party labels

Why does the legislator accept two distinct routes to the same requirement? Because the value of a certification depends less on the identity of the body that delivers it than on the credibility of the control exercised. A study by Ann Terlaak and Andrew King published in 2006 in the Journal of Economic Behavior & Organization shows, on an eleven-year panel of industrial facilities, that third-party certification works as a quality signal that is all the more effective when the buyer struggles to observe supplier quality directly (see the study). In the same vein, work by Shannon Anderson, J. Daniel Daly and Marilyn Johnson published in 1999 in Production and Operations Management shows that quality certification is sought both for regulatory compliance and as a competitive advantage (see the study).

Transposed to our subject: what matters to a funder is that an independent control against a demanding framework has taken place. That is precisely what France compétences verifies before recognising a labelling body — independence of the process and involvement of an administrative authority. The EDUFORM-Qualiopi equivalence is therefore not an exception to the system: it is an application of it.

How to verify in practice

If you need to validate the quality status of a Ministry of Education structure:

1. Ask for the labelling attestation, checking the scope covered and the validity date.
2. Consult the list of recognised labelling bodies published by France compétences to confirm that EDUFORM is recognised for the current period.
3. If in doubt about a specific service, ask whether it falls within the labelled scope — that is the question that avoids unpleasant surprises during a funder’s audit.
