Qualité FLE label vs Qualiopi: differences, stacking and the joint audit

French-as-a-foreign-language centres face two quality schemes with similar names and different logics: the Qualité FLE label on one side, Qualiopi certification on the other. Should you choose? Stack both? In what order? Here is a structured answer — including the little-known bridge that lets you obtain both in a single audit.

The fundamental difference lies in who the signal is for. The Qualité FLE label speaks to international students and their referrers — embassies, Campus France offices, agencies — choosing a centre from abroad. Qualiopi speaks to French funders, who make payment conditional on certification. In information economics, both address the same problem — the information asymmetry between a buyer who cannot judge quality before purchase and a seller who knows it — but on two different markets. That is precisely the mechanism described by George Akerlof in « The Market for Lemons » (1970), the founding paper on markets where quality is invisible at the point of sale: without a credible signal, good products become indistinguishable from bad ones.

Case 1: your clients pay for their courses directly

International students, language-stay travellers, private individuals: if your clients pay for their own courses, you don’t need Qualiopi — the certification is only required for French public and pooled funding, as we explain in Is Qualiopi mandatory for you?. The Qualité FLE label, on the other hand, is your commercial lever: it puts you on the official directory consulted by referrers, star rating included.

For this profile the order is clear: label first, Qualiopi only if your strategy changes.

Case 2: you target the CPF and French funding

French courses for non-francophone employees, OPCO-funded training, learners referred by France Travail: here, the label alone is not enough. You need:

1. Qualiopi certification — the gateway to all public and pooled funds.
2. For the CPF specifically: preparing a registered credential, typically a French-language test listed in the Répertoire spécifique (France’s register of skills certifications), plus an EDOF listing.

The bridge: the joint Qualité FLE – Qualiopi audit

This is what many centres discover too late: you don’t have to run two separate processes. The Qualité FLE label’s interministerial commission is one of the labelling bodies recognised by France compétences — French law provides that Qualiopi can be issued either by accredited certifiers or by these recognised bodies. In practice, France Éducation international has offered since 2020 a dual-labelling track « Qualité FLE – Qualiopi »: a joint audit, under specific arrangements, leading to both recognitions.

The benefits are tangible: a single audit campaign to prepare and host, documentary consistency across the two frameworks, one single counterpart. Two caveats in return:

• The frameworks only partially overlap. The label’s framework (5 domains, language-centre oriented) and the national quality framework do not require the same evidence; work through both grids explicitly, or face blind spots on audit day.
• The cycles diverge: four years for the label, three years for Qualiopi with a mid-cycle surveillance audit. A dual-labelled centre manages two calendars.

How to decide in practice

Ask yourself three questions:

1. Where does your revenue come from today? Mostly direct international clients → label first. Mostly French funding → Qualiopi first.
2. Where do you want to be in three years? If the CPF or OPCOs are in your plan, bring Qualiopi in now: the joint audit costs less than two staggered processes.
3. What is your preparation capacity? Running both frameworks at once is more demanding than a single track; Harvey and Green’s work (« Defining Quality », 1993) reminds us that “quality” means different things to different stakeholders — which is very concretely the case here: the label measures the international student’s experience, Qualiopi the process compliance expected by funders.

A concrete example to make it tangible: a 15-employee language school earning 70% of its revenue from self-funded language stays and 30% from OPCO-funded professional French courses is economically better off with the joint audit — it secures both markets in a single campaign. Conversely, a university centre whose students are enrolled in regular degree programmes often only needs the label.
