Qualification, certification, label: what are the differences for a training organisation?

Certified, qualified, labelled: the three words are often used interchangeably, including in training organisations’ own commercial documents. Yet they describe three different mechanisms, which do not attest the same things, are not obtained the same way, and do not have the same effects. Knowing how to tell them apart means not buying the wrong mark — and not underselling the right one.

Certification: conformity verified by audit

A certification attests that a system, service or product conforms to a framework, verified by a third-party body. Two ingredients define it: a written, enforceable framework, and an audit confronting your practices with that framework.

In French vocational training, the central example is Qualiopi: an auditor mandated by an accredited certification body checks your practices against the indicators of the RNQ (the national quality framework). What a certification says: “this organisation applies the framework”. What it does not say: whether the company is solid, well managed, built to last.

Qualification: professionalism recognised on file

A company qualification proceeds differently. No process framework, no audit: a file, reviewed by a qualification body, demonstrating the structure’s overall professional capability — client references, human and technical resources, financial health, regulatory compliance. In France, this activity is governed by the NF X 50-091 standard, which sets the requirements applicable to supplier-qualification bodies.

In training, the reference qualification is ISQ-OPQF: created in 1994 under the aegis of the French Ministry of Labour and the sector’s professional federation, it is granted today by ISQ after the file is examined by a body that includes professionals of the sector. What a qualification says: “this company is professional, solid, and has a proven track record”. What it does not say: that any specific process conforms to any specific framework. The label: a voluntary mark of variable value

“Label” is the most elastic of the three terms: it covers any voluntary quality mark, carried by a public body, an industry branch or a private operator, with award processes ranging from demanding assessment to simple paid membership.

Which is why the question to ask about any label is not “does it exist?” but “who grants it, on what criteria, with what control?”. Research is clear on this point: the study by Gabriele Jahn, Matthias Schramm and Achim Spiller published in 2005 in the Journal of Consumer Policy shows that a quality mark’s reliability depends on the assessor’s independence and the rigour of the control — and that a weakly controlled label can even destroy trust.

One historically important nuance: before Qualiopi, the boundary between these families mattered less in practice — certifications, qualifications and labels on the CNEFOP’s list all counted as quality recognition with funders, ISQ-OPQF included. Since 1 January 2022, that system is gone: only Qualiopi certification opens the funds, and every other mark, whatever its family, has become a voluntary complement.

How to choose your quality marks

The sound method comes down to three questions, asked in order:

  1. What does my market impose? If your clients come through the CPF (the French individual learning account), an OPCO, France Travail or a regional council, Qualiopi is unavoidable. It is the foundation; everything else comes after.
  2. What do my buyers recognise? A signal only has value for those who know it. ISQ-OPQF speaks to tender evaluators and key accounts; ISO 9001 speaks to international groups; a sector label speaks to a specific community.
  3. What can I afford to maintain? Every mark has an upkeep cost — surveillance audits, files to refresh. Two well-maintained marks beat four stale ones.

An illustration on a typical case: a ten-employee organisation, Qualiopi-certified, earning half its revenue from corporate consultations. Question 1: Qualiopi is in place, the foundation holds. Question 2: its buyers are procurement and training departments — an audience that knows company qualification; ISQ-OPQF is therefore the natural complement. Question 3: its living Qualiopi documentation already supplies most of the evidence on resources and satisfaction; the extra work mainly concerns presenting the financial data. For this organisation, combining Qualiopi and the qualification is coherent. The same reasoning applied to an independent trainer selling to individuals leads to the opposite conclusion: no additional mark as long as the foundation satisfies its market.
