Is the OPQF qualification still worth it in 2026? What it is really worth since Qualiopi
Created in 1994, the OPQF qualification was long one of the most recognised quality marks in French vocational training. Then Qualiopi arrived, and with it a question asked both by qualified organisations and by those considering the scheme: what is the OPQF still good for in 2026? The honest answer comes in two parts — it has lost its regulatory role, and it has kept its signalling value.
What the OPQF lost in 2022
To understand what changed, remember the world before. Under French quality decree no. 2015-790, every funder had to satisfy itself of the quality of the organisations it financed. Two routes coexisted: declarative referencing through Datadock, or holding a certification or label listed by the CNEFOP (the national council for employment, training and career guidance). The ISQ-OPQF qualification was on that list: being qualified counted as recognised proof of a quality approach with funders, without going through the referencing mill.
The law of 5 September 2018 ended that system. Since 1 January 2022, a single gateway remains to public and pooled funds — CPF, OPCOs, France Travail, regional councils: Qualiopi certification, granted after an audit by an accredited certification body. The conclusion is final: an organisation holding the OPQF but not Qualiopi has access to no funding at all. On that terrain, the qualification no longer serves any purpose.
What the OPQF did not lose: the signal
Yet reducing the OPQF to its former regulatory role would be an analytical mistake. What the qualification attests — the overall solidity of a training company: financial soundness, regulatory compliance, real resources, client satisfaction, all examined by a body of professionals — was never covered by Qualiopi, and still is not. Signalling economics clarifies what is at stake. Since Michael Spence’s foundational article published in 1973 in the Quarterly Journal of Economics, we know that on a market where quality is hard to observe, a signal that is costly to obtain lets the best players stand out — precisely because not everyone can obtain it (see the study). By becoming mandatory, Qualiopi stopped being a distinctive signal: tens of thousands of organisations hold it; it is the entry ticket to the funded market, not a differentiator. A voluntary, selective mark like the OPQF then mechanically regains a function that certification has lost.
And this kind of signal produces measurable effects: Charles Corbett, María Montes-Sancho and David Kirsch, in a study published in 2005 in Management Science, showed on ten years of data from US companies that those obtaining third-party quality recognition subsequently posted significantly better financial performance than comparable non-recognised firms.
The three situations where the OPQF keeps real value
Tenders. The dominant use. In a consultation — public or private — every serious candidate holds Qualiopi: the criterion no longer separates anyone. A qualification granted on company-level criteria, including financial health, answers the buyer’s central worry: will this provider last the distance? Key-account relationships. Procurement and training departments of large companies have known the scheme since the 1990s; for some, it is one of the benchmarks for evaluating referenced providers.
Internal discipline. Having your company — not just your processes — examined by a body of sector professionals forces a stocktake few organisations impose on themselves: presentable accounts, formalised references, documented resources. Many find a benefit in that regardless of the mark itself.
The situations where it will bring you nothing
Symmetrically, the investment makes little sense if your clients are individuals or small companies who have never heard the acronym: a signal’s value depends on those who recognise it. Likewise, a young organisation lacks the file’s raw material — references, financial history — and will gain more from consolidating its activity and its Qualiopi foundation. In both cases, invest instead in the social proof your market understands: client reviews, published satisfaction rates, measured results.
The verdict
The OPQF is neither a relic nor a golden ticket: it is a differentiation instrument, relevant for one precise profile — an established organisation, Qualiopi-certified, oriented towards tenders and key accounts. For that profile, it remains in 2026 one of the sector’s rare marks that says something other than “compliant with the framework”. For everyone else, it is a poorly targeted investment.
One communication tip to finish: if you are qualified, say precisely what the mark attests. “ISQ-OPQF qualified: professionalism and soundness recognised by a body of sector professionals” is accurate and compelling; implying that the qualification amounts to public approval or equals a certification would be both false and counter-productive before an informed buyer. The same rigour applies in reverse: a competitor presenting a voluntary mark as a substitute for Qualiopi risks losing all credibility — and hands you, by contrast, an argument of seriousness.
