Three EDOF representatives: the declaration required to keep access to Mon Compte Formation
Since April 18, 2026, logging into EDOF is no longer enough to keep managing your CPF-eligible course catalogue: you also need to have declared three named representatives, or your access to the space is simply blocked. Here is exactly what this requirement covers, how to comply in a few minutes, and why the Caisse des Dépôts introduced it now.
Who is affected, and since when
The measure applies to every training provider already listed on EDOF before it took effect, on April 18, 2026. It doesn’t only concern new entrants: providers that have been active on Mon Compte Formation for years must also sort out their situation at their first login after that date. If you still manage a CPF listing without having made this declaration, access to your EDOF space is refused until the entry is completed.
The three representatives to declare
The Caisse des Dépôts distinguishes three roles, each tied to a type of exchange with the platform.
The legal representative
This is the person designated by law to represent the organisation as a legal entity — the chairperson, manager or director, depending on your legal structure. This is the identity that legally commits the organisation toward the Caisse des Dépôts.
The pedagogical representative, or “catalogue contact”
This representative is the designated contact for any question relating to the CPF-eligible course catalogue: listing content, declared skill blocks (a separate requirement that took effect on June 11, 2026), and teaching arrangements.
The financial representative, or “payments contact”
This is the contact for everything related to the organisation’s payments and bank details — a sensitive role in a scheme where bank-detail fraud is one of the most documented patterns.
How to declare your three representatives in EDOF
The entry is made directly from your EDOF space during a login session. Two practical points to plan for:
- Gather the information before logging in: name, surname, role and contact details for each of the three representatives. The declaration must be completed in a single sitting, with no intermediate save — a connection interrupted mid-entry will force you to start over.
- Check consistency with your other filings: the legal representative must match the authorised person listed in your activity declaration and, where applicable, your articles of association. An inconsistency between these documents can be flagged during an inspection.
Once the initial declaration is made, remember to update it as soon as one of the three roles changes hands — an employee leaving, a change of director, an internal reorganisation. EDOF doesn’t automatically prompt a periodic review, but an outdated listing complicates any later exchange with the Caisse des Dépôts, particularly on a stalled payment file.
What happens without a declaration?
Access to EDOF is conditional on this entry: failing it, login is refused from the first session after the measure took effect. In practice, that means being unable to update your catalogue, track ongoing CPF files, or receive payments until the declaration has been made — a direct operational block for a provider whose business mostly runs through the Compte personnel de formation.
Can a sole director hold all three roles?
Yes. In a one-person organisation or a small structure, it’s common for a single individual to actually perform all three functions — management, pedagogical oversight and financial management. The declaration requires three named designations, not necessarily three different people: nothing stops you from entering the same name under all three fields if that’s an accurate reflection of your real organisation. What matters to the Caisse des Dépôts is having an identified, reachable contact for each type of matter, not enforcing a minimum team size.
Why this measure: the context of the fight against CPF fraud
This named declaration is part of the broader tightening of controls on the CPF underway for several years, alongside other recent requirements such as learner identity verification or transparency requirements for providers’ websites. The stated goal is to guarantee traceability of contacts within every listed provider, rather than letting a structure manage a CPF account behind an anonymous, collective identity.
This reasoning echoes findings already documented abroad on comparable individual training-funding schemes. A study by Bill Lee, “The individual learning account experiment in the UK: A conjunctural crisis?”, published in Critical Perspectives on Accounting in 2010 (see the study), shows that the resounding failure of the UK’s Individual Learning Accounts in the early 2000s stemmed less from large-scale planned fraud than from near-nonexistent quality controls and an absence of clear accountability among providers, which let unscrupulous operators exploit the scheme without being identified. Naming designated representatives directly addresses that kind of gap: when something goes wrong, the Caisse des Dépôts immediately knows who to contact.
This principle also echoes a broader finding from internal-control research: a study by Doyle, Ge and McVay, “Determinants of weaknesses in internal control over financial reporting”, published in the Journal of Accounting and Economics in 2007 (see the study), finds that internal-control weaknesses are statistically more common in small, young organisations — exactly the profile of many training providers in their launch phase. Formalising identified responsibilities, even within a one-person structure, is a simple internal-control building block that matters well beyond the EDOF requirement itself: it’s also what a Qualiopi auditor checks through your indicator 17 on human resources suited to your activity.
Checklist before your next EDOF login
- Identify who in your organisation matches each of the three roles — legal, pedagogical, financial — even if it’s the same person for all three.
- Gather names, roles and contact details before logging in, so you can complete the entry in one sitting.
- Check consistency between the declared legal representative and your official legal representative (activity declaration, articles of association).
- Plan an update as soon as one of the three representatives changes, rather than waiting for a later block.
- Keep a record of this declaration (date, designated people) in your quality file, as proof of regulatory watch under your indicator 23.
Take action
Structuring your organisation’s roles and responsibilities, even as a solo provider, is one of the foundations to lay from day one — well beyond your EDOF and CPF listing itself. The Complete Kit Certif (€297) helps you document this internal organisation across every Qualiopi indicator, and the Ebook “Set up your training organisation in 30 days” (€67) lays the right groundwork from the very start of your business — or choose the Kit + Ebook Pack (€347) to cover both at once.
Frequently asked questions
+Who has to declare three representatives on EDOF?
Every training provider already listed on EDOF before the measure took effect on April 18, 2026. The entry is a condition for keeping access to the space: without it, login to EDOF is blocked from the next session onward.
+Can the same person be declared as legal, pedagogical and financial representative?
Yes, nothing prevents one individual from holding all three roles, which actually matches the reality of many one-person providers. The Caisse des Dépôts asks for a named declaration for each role, not necessarily three different people.
+Can I save the entry and finish it later?
No. The declaration of the three representatives must be completed in a single sitting, during one connection to the EDOF space, with no intermediate save. It's best to gather all the information you need before logging in.
+What if my pedagogical or financial representative changes during the year?
Update the declaration in your EDOF space as soon as the change takes effect, just like any other piece of identifying information about your organisation. An outdated declaration can cause trouble if the Caisse des Dépôts needs to reach the right contact, particularly on a payment file.
