The French Driving-Instructor Teaching Authorisation: The Instructor's Personal Permit

A French driving school’s prefectoral approval is not enough on its own: every lesson must be delivered by a teacher who personally holds a valid teaching authorisation (autorisation d’enseigner). This document, issued by the prefect, is the sector’s second regulatory pillar — and one of the first things the administration checks. Conditions, procedure, validity: here is what instructors and school operators need to know.

A personal document, separate from the school’s approval

The confusion is common: the approval (agrément) authorises the establishment to operate, the teaching authorisation authorises a person to teach. Both are issued by the prefect, but they are not the same thing:

Practical consequence: an instructor keeps their authorisation when changing schools, and a school loses its compliance if one of its teachers works on an expired authorisation. Each document runs its own five-year cycle — hence the value, on the operator’s side, of a deadline-tracking table, just like the one for the approval renewal.

The conditions for issuance (article R. 212-2)

Article R. 212-2 of the French road-traffic code sets three cumulative conditions:

  1. Hold one of the titles or diplomas listed in article R. 212-3. The main route today is the professional title of driving and road-safety instructor (TP ECSR), created by the order of 20 April 2016, which succeeded the BEPECASER. The title is prepared in training centres and validated by blocks of competences.
  2. Hold a category-B driving licence past its probationary period. A new driver still in the probationary period therefore cannot obtain the authorisation.
  3. Meet the physical, cognitive and sensory fitness conditions required for heavy-group licences (categories C1, C, D1, D and their trailer variants), attested by the opinion of an approved doctor.

The application is filed with the State services of the département (prefecture), increasingly through an online portal. Once issued, the authorisation is valid for five years; renewal notably requires continued medical fitness, checked by an approved doctor.

Why such a demanding standard?

Teaching driving is not about drilling manoeuvres. European research on driver education formalised this idea with the GDE matrix (Goals for Driver Education): in work published in 2002, M. Hatakka, E. Keskinen and colleagues (“From control of the vehicle to personal self-control; broadening the perspectives to driver education”) show that driver training must go beyond vehicle control to address the higher levels — trip decisions, personal goals, self-assessment of risk (see the study). That is precisely what the ECSR professional title is designed to equip: full teaching competences, not just technical ones.

This requirement matches a broader finding in the literature: the review by V. Beanland and colleagues published in 2013 in Safety Science (“Is there a case for driver training?”) concludes that a driving course’s effectiveness depends on its content and teaching structure far more than on its mere existence. The mandatory qualification of instructors is the French regulatory answer to that finding.

What the operator must check at hiring

For the school, its instructors’ teaching authorisations are a condition of its own approval: the list of teachers and their authorisations is part of the prefectoral file, at opening and at renewal, and any significant team change must remain traceable.

When hiring an instructor, three reflexes:

  • Check the authorisation itself: validity (expiry date) and fit with the teaching assigned;
  • Keep a copy in the personnel file, with a reminder set on the expiry date;
  • Anticipate renewals: an instructor whose authorisation expires in three months means a visit to an approved doctor and a prefectoral procedure to plan now.

And for teaching under the CPF?

The teaching authorisation does not vary with how the learner pays: it is required in all cases.
