Cerfa 10782 field by field: the complete guide to your first training-provider declaration
You have signed your first training agreement and you open the activity declaration form: seven boxes, fields that seem designed for large organisations, and no explanations anywhere. This guide walks through Cerfa no. 10782*06 — the version in force — box by box and field by field. For the overall procedure (when to file, supporting documents, deadlines, grounds for refusal), start with our guide to the activity declaration and the NDA (registered activity number); here, we fill the form in.
Before filling it in: what the form assumes
The activity declaration (articles L. 6351-1 and R. 6351-1 to R. 6351-5 of the French Labour Code) is filed after your first training agreement or contract has been concluded, within 3 months. The form will ask for the date of that document and the DREETS (regional authority) will require a copy: without a first concluded training service, the declaration is inadmissible. In practice, filing happens online on the « Mon Activité Formation » (MAF) portal, whose screens follow the boxes of the Cerfa — drafting it on paper first saves you the typing.
First choice, at the very top of the form: two tick-boxes distinguish an organisation established in France (you fill in everything except box B) from an organisation with no establishment in France (the French representative goes in box A, the foreign organisation in box B). For a standard French creation, tick the first and ignore box B.
The « Numéro de déclaration » box at the top of the form is reserved for the administration: that is where the DREETS will enter the issue date and the number granted. Write nothing there.
Box A — Identifying the declarant
- SIRET number: that of the declaring establishment, active in the SIRENE register. If your registration is still in progress, wait: a file without a valid SIRET will not be processed.
- NAF code: the one assigned by INSEE. Code 85.59A (adult continuing education) is the most common, but another code does not prevent you from declaring — see our article on the APE/NAF code of a training organisation.
- Name and acronym: the exact registered name (or your own name for a sole trader), as it appears on the SIRENE record.
- Address, postcode, town, telephone, contact email: the address of the main establishment. The email will be used for exchanges with the processing office — use an inbox someone actually reads.
Box B — Identifying the foreign organisation
To be completed only if you are declaring for an organisation with no establishment in France: name, acronym and address of the foreign structure. Everyone else leaves it blank.
Box C — Legal status of the organisation
One box to tick among: micro-entrepreneur, self-employed worker (outside the micro-entrepreneur regime), EURL, SARL, SA, SAS, SASU, association, “other public” or “other private” (to be specified). Tick the actual legal status of the carrying structure — not the one you are considering. If you are still hesitating over the right form, the status comparison in our guide to creating a training organisation will help you decide before declaring.
Box D — The declarant’s activity
The densest box, and the one where processing is decided:
- Date of signature of the attached agreement or contract: the date of your first agreement (business client) or first contract (private individual). It is what starts the 3-month clock.
- Start and end dates of the accounting year: those of your current financial year (often the calendar year). They are used in particular to align your future training activity and financial report (BPF).
- Previous declaration number: only if you have already run a declared training activity in the past.
- Main activity (in plain words): describe your training activity in one or two concrete sentences (“office software and digital skills training for SME employees”). Avoid wording that smells of consultancy or coaching: the most frequent ground for refusal is the requalification of the service outside the scope of vocational training.
- CFA mentions: a private-law CFA (apprenticeship centre) attaches its articles of association mentioning apprenticeship training; a company CFA attaches a company certificate specifying its situation under article D. 6241-30 of the Labour Code.
- Micro-enterprises: the *06 form asks micro-entrepreneurs whose turnover does not exceed €83,600 for a brief description of the activity, following the template set by the order of 24 November 2025. In practice: a short document presenting your services — prepare it in advance so it does not hold up the file.
Box E — The number of trainers in your organisation
This is the box that puzzles founders most, because it is designed for organisations of every size. It counts the people delivering training hours at the date of the declaration, in two blocks:
| Line | Who to count |
|---|---|
| Self-employed / non-salaried managers | Yourself, if you train and are not an employee of your structure |
| Employees on permanent contracts (CDI) | Permanent salaried trainers |
| Employees on fixed-term contracts (CDD) | Trainers on fixed-term contracts |
| Occasional salaried trainers | Training activity under 30 days a year |
| Volunteers | Common in associations |
| Total for your organisation | Sum of the lines above |
| External people (subcontracting) | Freelance trainers or other organisations working for you |
| Grand total | Organisation + externals |
The solo trainer running a sole proprietorship or micro-enterprise: “1” on the self-employed line, “1” as the organisation total, “0” for subcontracting. Do not count your accountant or your assistant: only people who deliver training hours belong in this box. And if you plan to subcontract, remember those trainers will also appear, every year, in your BPF subcontracting declaration.
Boxes F and G — Specialities and directors
Box F — Training specialities: enter the speciality or specialities of the training covered by your first agreement, with their code (the list of speciality codes is in the form’s notes — the French training speciality nomenclature, known as NSF). Choose the speciality describing the actual content of the first service, not your entire future catalogue; a free-text field lets you add detail about your fields.
Box G — People with a management or administration role: surname, first name and role of the directors (manager, president, director…). It is for these people that criminal record extract no. 3 is required in the file. Three slots are provided; for a solo founder, one line is enough.
Finally, the signature: name and role of the signatory, place, date, signature and stamp. The signatory must have authority to bind the structure.
A short form, a real stake
Seven boxes and a handful of documents: by international standards, France has made entry into the training business remarkably light. The landmark study by Simeon Djankov, Rafael La Porta, Florencio López-de-Silanes and Andrei Shleifer, “The Regulation of Entry”, published in 2002 in the Quarterly Journal of Economics from the entry procedures of 85 countries, showed that heavy start-up formalities bring no gain in the quality of goods and services — but do discourage legal activity (see the study). The activity declaration is the rather virtuous exception: a short formality, but one whose every field is genuinely checked — hence the point of getting it right first time, then verifying your NDA once the receipt arrives.
Take action
The activity declaration is only the first step: next come the internal rules, the agreements, the BPF, then Qualiopi certification if you are aiming for funding. The ebook “Create your training organisation in 30 days” (€67) walks the whole path, the Complete Kit Certif (€297, 14-day guarantee) prepares the certification, and the pack (€347) bundles both.
Frequently asked questions
+What is the current version of the Cerfa 10782 form?
The version in force is Cerfa no. 10782*06, titled « Bulletin de déclaration d'activité d'un prestataire de formation » (training provider activity declaration). If you find an *04 or *05 template online, you are looking at an outdated document: always download the form from service-public.gouv.fr or file directly online on the Mon Activité Formation portal.
+What goes in the "trainers in your organisation" box (box E)?
The number of people delivering training hours at the date of the declaration, broken down by status: self-employed worker or non-salaried manager, employees on permanent contracts, on fixed-term contracts, occasional trainers (fewer than 30 days a year) and volunteers. External trainers working under subcontracting agreements are counted on a separate line. A solo trainer enters "1" on the line matching their status, and "1" as the total.
+Should the Cerfa 10782 be posted or filed online?
Filing is now done online on the « Mon Activité Formation » (MAF) portal, whose screens mirror the boxes of the Cerfa; the paper form remains usable by post to the regional DREETS authority. In both cases the information and supporting documents required are identical: the Cerfa is the best draft for your online filing.
