Asbestos SS3 Certification vs Qualiopi: Two Audits, Two Logics, One Necessary Combination

A provider that wants to train the employees of asbestos-removal companies faces two certifications whose names are often confused: the certification of asbestos subsection-3 (SS3) training providers, and Qualiopi. They do not play in the same league, do not check the same things and are not issued by the same players. Confusing them is costly — in both directions.

Two certifications answering different questions

Asbestos SS3 certification answers the question: “are you allowed to deliver this training at all?”. The French order of 23 February 2012 reserves the training of workers in asbestos removal and encapsulation (subsection 3) to providers certified for that purpose by a certification body accredited by Cofrac, the French accreditation committee. Without this certificate, SS3 training is simply off-limits — it is a licence to operate, checked by clients and by the labour inspectorate.

Qualiopi answers another question: “can your courses be paid for with public or pooled funds?”. It certifies the quality of the provider’s processes against France’s national quality framework, and conditions access to funding from OPCO skills operators, the CPF individual training account, France Travail or the regions. It grants no sector-specific rights: a “Qualiopi” provider without asbestos certification cannot train for SS3, just as it cannot issue a CACES® certificate without being a certified testing body.

The asbestos audit includes components no Qualiopi audit covers: the audit of the training platform (containment zones, airlocks, protective equipment enabling realistic simulations) and the observation of a real training session. Why holding both is the norm in this market

In practice, most SS3 asbestos training providers pursue both certificates. The reason is economic: employee asbestos training often relies on pooled funding, and without Qualiopi that funding is out of reach. SS3 certification opens the market; Qualiopi opens the budgets — the same logic as for other regulated courses such as SST first aid, CACES® or electrical authorisation.

Holding both has a real cost: two certification contracts, two audit cycles (annual surveillance on the asbestos side with certifiers that apply that rhythm, a surveillance audit at 18 months on the Qualiopi side), two frameworks to monitor. Hence the value of building a single quality system that feeds both processes: trainer competence files, certificate management and traceability of learning assessments all serve on both fronts.

This double layer of scrutiny is not administrative zeal. A meta-analysis by Ricci and colleagues published in 2016 in the Journal of Workplace Learning (“Effectiveness of occupational health and safety training: A systematic review with meta-analysis”, covering 28 studies) confirms that health-and-safety training clearly improves workers’ knowledge and attitudes, with more modest but real effects on behaviour (see the study). In other words: the teaching quality these audits control is precisely what turns a regulatory obligation into actual protection.

Who checks what, in practice

The two certificates are not controlled by the same players, or at the same moments:

• The asbestos SS3 certificate is checked upstream of contracts by removal companies and their clients, and can be checked at any time by the labour inspectorate. Verification is simple: certifiers publicly list the providers they certify, and the INRS institute publishes guidance for finding SS3-certified training providers. A serious client never settles for a claim on a brochure.
• Qualiopi is checked by funders (OPCO skills operators, the Caisse des dépôts for the CPF individual training account, France Travail, the regions) when funding is requested, notably through the public list of training providers. Without a valid certificate on the day of delivery, no funding.

This difference in “control desks” explains a common pattern: a provider can operate for years in SS3 without ever meeting a Qualiopi auditor — until the day a client wants to use its OPCO funding. Conversely, an impeccable Qualiopi provider will be eliminated from an asbestos-training tender at the very first requested document: the sector certificate it does not hold.

The traps of confusing the two

• Selling SS3 training on the strength of Qualiopi alone: that means operating without the required certificate, with direct exposure to the labour inspectorate and to clients — and training certificates worthless to removal companies.
• Assuming the SS3 certificate “counts as” Qualiopi with funders: an OPCO will refuse to fund a provider without Qualiopi, whatever its sector credentials.
• Scheduling the two certifications one after the other when they can be prepared in parallel: building the platform and trainer files for the asbestos audit produces evidence directly useful for Qualiopi’s indicators on resources and competence.
