CPF and driving licences in 2026: no more employee-only funding, capped at €900

An important update for any driving school or training organisation offering CPF-funded licence preparation on Mon Compte Formation: since late February 2026, the CPF no longer works the same way for this type of service. An employee who used to fund their licence entirely on their own CPF balance can no longer do so. Here is exactly what the reform changes, who is still covered, and how to adapt your sales practice without losing applications along the way.

What the 24 February 2026 decree changes

The 2026 Finance Act amended Article L. 6323-6 of the French Labour Code, and its implementing details were set out in Decree No. 2026-127 of 24 February 2026, which came into force on 26 February 2026. Two measures combine:

  • A €900 cap on any light-vehicle category licence (A1, A2, B1, B, BE) funded through the CPF, even if the balance available on the account holder’s CPF is higher;
  • Mandatory co-financing for employees and self-employed workers: they can no longer mobilise the CPF alone for this type of training. A third-party funder — the employer, an OPCO, a region, the State or a training insurance fund — must contribute at least €100 to the application.

Heavy-goods and passenger-transport licences (C, CE, D) are not covered by this €900 cap: they remain governed by the previous rules.

Who is still eligible without co-financing

The text keeps a clear exception: jobseekers registered with France Travail (the French unemployment agency) keep the option of using their CPF alone, within the €900 cap, without having to find a co-financer. In practice, this is the audience that remains the simplest to support on this type of application — provided their actual status is checked before any commercial commitment is made.

For an employee, however, an application can no longer be built purely on the CPF balance shown on screen. A source of co-financing must now be identified upfront: the employer may contribute via its skills development plan, an OPCO may step in depending on its sector policy, and some regions or the State offer complementary schemes depending on the audience and the area.

Why the reform: the budgetary context

According to estimates reported by trade press covering the sector, driving licence preparation accounted, before the reform, for a significant share of CPF-funded courses — on the order of a fifth of funded training, worth several hundred million euros a year. The stated goal of public authorities is to refocus the CPF on genuinely professional skills and reserve full funding for the audiences furthest from employment, echoing the move already made with the €1,500 cap on Répertoire Spécifique certifications and the rise of the flat-rate co-payment to €150 in spring 2026.

This logic of targeting public support is not unique to France. A study by Christine Dauth, published in 2020 in the ILR Review, analyses the effect of regional discontinuities in the allocation of further-training subsidies to low-skilled employees in Germany, and shows that better-targeted schemes produce a clearer effect on beneficiaries’ lasting employment than aid distributed without a priority criterion (see the study). On the co-financing side, a study by Giorgio Brunello and Patricia Wruuck, published in 2020 as an IZA Institute of Labor Economics working paper on training in Europe, finds that co-financing schemes aimed at firms do not automatically close participation gaps between categories of employees, and depend heavily on the employer’s actual involvement (see the study) — a direct point of vigilance for any organisation whose commercial model relied on employee CPF funding without the company stepping in.

If you sell CPF-funded licence preparation, a few new reflexes become essential from the first contact with a prospect.

1. Qualify the prospect’s status before any quote

Employee, self-employed worker or jobseeker: the funding path is no longer the same. An employee without an identified co-financer simply cannot close their application on the strength of their CPF balance alone anymore — better to know this before promising an “all-CPF” price.

2. Identify a co-financing route for employees

Point the prospect towards their employer or HR department, mention the possibility of an OPCO contribution depending on their sector, and check for any regional schemes. An application built without an identified co-financer is an application at risk of being rejected on EDOF or stalling midway.

3. Update your quotes, your EDOF catalogue and your sales messaging

Any wording suggesting an employee can fund their licence entirely through their CPF alone is now inaccurate, and exposes you to misleading the public — a point directly tied to Indicator 1 of the National Quality Framework on public information. Check your sales pages, brochures and your sales team’s talking points.

4. Document your regulatory watch on these changes
