Driving licence and the CPF: the conditions for a driving school

The driving licence remains one of the most sought-after courses on Mon Compte Formation (France’s personal training account portal), and many driving-school owners see it as a natural growth channel: learners fund their training without paying the full cost upfront, and the school broadens its customer base. But between the prefectural licence, the training-activity declaration, Qualiopi certification and the EDOF listing, the road to offering CPF-funded licences is more demanding than it looks — and checks have tightened in a sector under particular scrutiny. Here are the conditions to meet, on both the learner’s side and the school’s side, and the steps in order.

Which licences are eligible for the CPF?

Preparation for the theory test (the code) and the practical tests of the driving licence is eligible for the CPF. Historically centred on the category B licence, eligibility was extended on 1 January 2024 to licences for the other categories of motorised land vehicles: motorcycles (A1, A2), trailers (BE), heavy goods vehicles (C, CE), passenger transport (D)…

This extension comes with a rule introduced in 2024: the account holder must not already hold a licence in the category being sought. The CPF does not fund a “second licence” in the same category — a learner who already holds a category B licence cannot use their account to retake a B licence, but they can use it to prepare for a motorcycle or heavy-goods licence they do not hold.

The conditions on the learner’s side

Before even discussing the school’s obligations, the account holder must themselves meet two conditions:

  • a professional purpose: obtaining the licence must contribute to a professional project or help secure the account holder’s career path. They certify this in a sworn statement (attestation sur l’honneur) at enrolment;
  • a clean administrative situation: the account holder must not be under a licence suspension or a ban on applying for a driving licence.

This link between driving licence and employment is not an administrative fiction. A study by Tami Gurley and Donald Bruce, published in 2005 in the Journal of Urban Economics under the title “The effects of car access on employment outcomes for welfare recipients,” shows that access to a vehicle significantly increases the chances of finding a job and keeping it (see the study on Google Scholar). It is precisely this role as a lever for professional integration that justifies the licence’s CPF eligibility — and explains why funding is conditional on a professional project rather than open to any leisure use.

On the school’s side, best practice is to keep the learner’s statement in their file: in the event of a check by the Caisse des Dépôts (the public financial institution that operates the CPF), it is a simple compliance item to produce.

The conditions on the driving school’s side: four steps to climb

A driving school cannot publish its offers on Mon Compte Formation simply by virtue of its business. Four conditions stack up, in this logical order.

1. Hold the prefectural driving-instruction licence

This is the foundation of the trade: the school must be an establishment licensed to teach driving, with a licence (agrément) issued by the prefecture. Without this licence in force, the CPF question does not even arise.

2. Declare your training activity with the DREETS

Offering CPF-funded training means operating as a declared training organisation. The school files an activity declaration via Cerfa form 10782 with the DREETS (the regional labour authority) and obtains a training activity declaration number (NDA). This number is the precondition for everything else; it is also possible to check the validity of an NDA on the public list of training organisations. 3. Obtain Qualiopi certification

Access to public and pooled funds — including the CPF — is reserved for organisations certified under Qualiopi for training actions. In practice, this means an initial audit by an accredited certification body, followed by a surveillance audit — an investment to plan for, in both calendar and budget terms.

4. Get listed on EDOF and comply with its rules

The final step: create your account on EDOF, the provider platform of Mon Compte Formation, and publish your licence-preparation offers there. Getting listed on EDOF means accepting the platform’s general terms of use and complying with them on an ongoing basis, in particular:

  • the ban on CPF cold-calling: phone canvassing, text messages or emails to sell CPF courses are strictly prohibited, with penalties attached;

Points of vigilance: a sector under scrutiny

The driving licence is one of the sectors where the Caisse des Dépôts has stepped up its checks, after several waves of sector-specific fraud. For a driving school, three reflexes are essential:

  1. Compliant advertising: no promises of a “free licence”, no messaging suggesting the CPF is an unconditional entitlement — the professional-project requirement and the flat-rate co-payment must remain clearly visible.
  2. Controlled subcontracting: if you use third-party instructors or entities, subcontracting on EDOF follows strict rules; a non-compliant arrangement exposes the listed organisation.
  3. Impeccable files: learner statements, actual delivery of training hours, consistency between the published offer and the service delivered. In the event of a breach, the penalty can go as far as suspension or delisting of the EDOF account — meaning, overnight, the loss of access to the CPF market.

In other words, the CPF is not just an extra sales channel: it is a contractual framework with the Caisse des Dépôts, to be managed with the same rigour as the prefectural licence.
