Is Datadock still valid in 2026? What the old quality referencing is really worth

The question keeps coming up in searches and among organisations resuming activity after a pause: “is my Datadock still valid?” The answer fits in one sentence — no, not at all, and that has been the case since 1 January 2022 — but it deserves unpacking, because the real-life situations behind the question vary: a formerly referenced provider relaunching its business, a buyer auditing a structure before acquisition, a trainer who finds the term in an old subcontracting agreement. Here is the exact status of the scheme in 2026, and what to do depending on your case.

Datadock’s status in 2026: an extinct scheme

Datadock was the shared database of France’s joint training funders (the OPCAs, later the OPCOs), in service from 2017 to 2021. Training organisations filed evidence there against 21 indicators derived from quality decree no. 2015-790, to obtain “referenceable” status — the entry ticket to joint funding at the time.

That mechanism ended when Qualiopi certification, created by the law of 5 September 2018, came into force. Since 1 January 2022, access to public and pooled funds — CPF, OPCOs, France Travail, regional councils, Caisse des Dépôts — has been conditional on that certification, issued after an audit by a Cofrac-accredited certification body. Concretely, in 2026:

• “Referenceable” status no longer exists and is recognised by no funder.
• The Datadock database is no longer consulted when funding applications are processed.
• No “renewal” or “reactivation” is possible: the scheme is closed for good, not merely suspended.

In other words: there is nothing left to do “on the Datadock side”. The useful question is not “how do I recover my referencing?” but “do I need Qualiopi?”.

Why the question still comes up

If the scheme has been extinct for years, why do so many organisations still wonder about it? Three main reasons.

The paper trail outlived the scheme

Framework subcontracting agreements, terms and conditions, sales brochures, “Quality” pages on websites: thousands of documents written between 2017 and 2021 mention Datadock, and many are still in circulation. A trainer signing a contract recycled from a 2019 template may find a clause requiring them to be “Datadock-referenced” — a clause without object, but a puzzling one. The confusion between referencing and certification persists

Datadock and Qualiopi serve the same purpose — assuring funders of quality — but through very different mechanisms: a declarative document filing on one side, a third-party audit on the other. Many occasional players in the sector (client companies, local authorities, partners) still use the two terms interchangeably, feeding the idea that an old referencing might somehow still “count”.

The hope of a bridge

Some formerly referenced providers hope their validated Datadock file will ease their path to Qualiopi. There is no regulatory bridge: the Qualiopi audit is the same for everyone. What to do in 2026, depending on your situation

You were datadocked and want funding again

The only route is Qualiopi certification. Your history helps on method — you have already practised formalising evidence — but the current framework (32 indicators across 7 criteria, against Datadock’s 21 indicators) is broader and more demanding, and the audit checks that practices are actually applied, not merely that documents exist. You work on private funds only

If your clients pay for their courses directly, without mobilising public or pooled funding, Qualiopi is not mandatory — so losing Datadock costs you nothing. Simply check that your business model can sustainably do without funded courses before settling the matter.

You are auditing or acquiring an existing organisation

An old Datadock referencing in an acquisition file is a useful clue: it signals that a documentation culture once existed. Legally, though, it is worth nothing. The points to check lie elsewhere: validity of the activity declaration (the NDA, registered activity number), current Qualiopi certification and its expiry date, and the findings of the latest surveillance audit.

A quality signal does not outlive its scheme

There is an economics lesson in Datadock’s extinction. A quality mark — referencing, label or certification — is only worth the verification mechanism behind it and the recognition its audience grants it. The reference survey by David Dranove and Ginger Zhe Jin, published in 2010 in the Journal of Economic Literature, shows this across dozens of schemes studied: a certification’s value depends on the certifier’s credibility and on whether buyers or funders actually use it (see the study). When funders stopped consulting Datadock, the referencing lost all value — instantly and entirely.
