GEIQ and Qualiopi: does a French employer group for integration and qualification need certification?
You are setting up a GEIQ (groupement d’employeurs pour l’insertion et la qualification — an employer group for integration and qualification), or you already run one and a partner is asking for your Qualiopi certificate: the GEIQ label and Qualiopi, France’s quality certification for training providers, get confused often, and the mix-up has real consequences for your funding. Here is how the two schemes differ, and exactly when Qualiopi applies to a GEIQ.
What a GEIQ actually is
A groupement d’employeurs pour l’insertion et la qualification is a non-profit association bringing together companies from the same sector or the same area. Its legal basis is article L1253-1 of the French labour code, supplemented by decree n° 2015-998 of 17 August 2015 on employer groups for integration and qualification, which sets the conditions for recognition of the scheme.
In practice, the GEIQ itself hires, as an employer, people facing barriers to employment — usually under an apprenticeship contract or a professionalisation contract. It then seconds these employees to its member companies, while organising individualised socio-professional support throughout the pathway, which typically runs 6 to 24 months depending on the qualification targeted.
By design, a GEIQ is not a standard training organisation: it is an employer and a pathway intermediary, and the pedagogical building block is most often handed to a partner.
The GEIQ label: a recognition separate from Qualiopi
This is where the first confusion happens. To be recognised as a GEIQ and gain access to the schemes reserved for that status, an employer group must obtain the GEIQ label, awarded each year by the Fédération Française des GEIQ (French Federation of GEIQ). The label rests on specifications approved by the ministry in charge of employment and on the binding opinion of a joint national commission bringing together representatives of the federation and the administration.
This label evaluates the quality of governance by member companies, how real the integration and qualification pathways on offer actually are, and how effective the socio-professional support is. It has nothing to do with the French National Quality Framework that Qualiopi is built on: two frameworks, two bodies, two different evaluation logics, even though both pursue pathway quality.
Does a GEIQ need Qualiopi certification?
The answer depends on what the group actually does, not on its status.
Since 1 January 2022, Qualiopi certification has been mandatory for any provider of skills-development actions wanting access to public or pooled funds: CPF, OPCO, France Travail, regional councils, Caisse des Dépôts. The obligation targets the training activity itself, not the legal structure carrying it.
A GEIQ that only hires, seconds and provides social support to its employees, while handing the entire pedagogical part to a CFA or training organisation that is already certified, is not on that basis carrying out an activity subject to Qualiopi. The pedagogical partner carries compliance under indicator 27, which precisely covers subcontracting and staff secondment for a training service.
The situation changes, however, as soon as the GEIQ:
- delivers its own pre-qualification, brush-up or coaching modules in-house;
- bills these actions directly to an OPCO, France Travail, or another pooled funder;
- positions itself as a full training provider, beyond its role as employer and pathway coordinator.
In those cases, the group is carrying out a genuine training-organisation activity, and must obtain its own Qualiopi certification to keep receiving that funding.
Coordinating work-study pathways: a shared point of attention
Even when the pedagogical part is outsourced, the GEIQ stays responsible for the overall coherence of the pathway: how time in the company and training periods fit together, individual follow-up, and preventing contract terminations. These are exactly the requirements found, on the Qualiopi side, in indicator 13 on coordinating work-study stakeholders and indicator 12 on preventing drop-outs. A GEIQ that already structures this support as part of its label therefore holds much of the evidence it would need if its certified partner asks it to document its share of the service — or if it ever decides to get part of its own activity certified.
A study published in the French journal Savoir/Agir in 2020 on employer groups for integration and qualification points out that the added value of these structures lies largely in this continuous, individualised support, more than in staff secondment alone (Cairn.info). Research from Céreq tracing twenty years of young people’s labour-market integration in France points the same way: work-study pathways lead to faster, more stable access to employment than standard initial-training pathways, with a particularly clear advantage for the least qualified young people — precisely the population GEIQ groups prioritise (HAL, Céreq).
Holding both the GEIQ label and Qualiopi certification: a common case
Many GEIQ now run both processes in parallel. The GEIQ label attests to the quality of their integration mission and gives them access to the schemes reserved for that status; Qualiopi certification applies specifically to the share of their activity that counts as a training action funded by pooled schemes — whether that is in-house pre-qualification modules, basic-skills preparation, or pedagogical support structured around the work-study pathway.
Before you commit, map your model precisely: if you plan to bill training hours directly to an OPCO or to France Travail, plan for the timeline of an initial Qualiopi audit on top of your GEIQ labelling process — the two calendars do not run on the same schedule.
