The 1 August 2026 decree closes that margin for interpretation. Several converging analyses from the quality-certification sector agree on the direction of this reinforcement: the auditor will now need to verify the real match between your instructional design and the requirements of the certification framework, with an explicit correspondence between learning objectives, training sequences and the competency blocks (or competency areas) of the title or certification being prepared for.

The underlying principle stays the same — content must match the targeted certification — but the level of detail expected in the evidence increases significantly. A broad reference to the programme as a whole, with no breakdown by block, will no longer be enough to meet the requirement after 1 November 2026.

What the auditor will concretely ask after 1 November 2026

In practice, the auditor will no longer simply ask “does your programme cover the targeted certification?”, but a more precise question for each competency block in the framework: “which specific sequences in your pathway cover this block, and through which teaching methods?”. Three elements become central to the evidence file:

1. An explicit block-by-block breakdown of the correspondence between the certification framework and the teaching plan, rather than a broad reference to the programme.
2. Volume consistency between the hours devoted to each block in your pathway and its actual weight in the certification framework.

Building or updating your mapping table

• Does each row of the table correspond to a competency block identified in the certification’s official record, rather than an approximate grouping of several blocks?
• Does each block point to named sequences in your teaching plan, with their duration, rather than to “the whole programme”?
• Are the intermediate assessment methods attached to each block specified, consistent with the certification’s assessment framework?
• Is the RNCP or RS record used to build the table the one currently in force, not an earlier version of the framework?

A table that meets these four points is robust evidence against the strengthened requirement, whatever certification is targeted.

Who is affected — and who is not

The reinforcement does not change the scope of indicator 7: it remains limited to providers and CFAs that actually prepare candidates for a professional certification registered with the RNCP or the Specific Directory. A provider whose catalogue only includes non-certifying courses has nothing new to produce on this point — the indicator remains not applicable, exactly as before the decree. Conversely, any provider preparing candidates for a professional title, a diploma or an RS certification, whatever its volume of activity, needs to fold this reinforcement into its evidence file before its next audit scheduled after 1 November 2026.

What stays the same

The decree changes neither the indicator’s number, nor its attachment to criterion 2, nor its classification as a major non-conformity. The absence of a new-entrant accommodation on this point is also unchanged: indicator 7 is fully applicable from a provider’s very first audit if it prepares candidates for a certification, with no tolerance period. What changes is only the level of precision required for the mapping evidence.

• Keeping an old table that refers broadly to the programme with no breakdown by block, assuming the requirement has not really changed.
• Using an outdated RNCP or RS record to build the mapping, when the certification’s own framework has since evolved.
