Is the Certif'Région label really equivalent to Qualiopi certification?

“This provider isn’t Qualiopi-certified, it holds the Certif’Région label: does that count for CPF funding or a public contract?” The question comes up among funders, training buyers and providers themselves. The answer is yes — and it rests not on administrative tolerance but on a precise legal mechanism written into the French Labour Code. Here is how it works, what exactly it covers, and what to check before relying on it.

Two legal routes to one quality requirement

Since 1 January 2022, any provider seeking access to public or pooled training funds in France (CPF, OPCOs, France Travail, regional councils, Caisse des Dépôts) must be certified against the national quality framework (RNQ) — the obligation set by article L. 6316-1 of the Labour Code. Article L. 6316-2 organises two routes for delivering this certification:

1. Certification by an accredited certification body — accredited by Cofrac, the French accreditation body: the standard Qualiopi route, taken by the vast majority of training providers.
2. Labelling by a body recognised by France compétences, against the same national framework: the route taken by Certif’Région.

Both routes produce the same legal result. There is no “discount Qualiopi”: France compétences only recognises a labelling body after reviewing its process, and the list is re-examined every three years (article R. 6316-4).

Why Certif’Région is part of the system

The Occitanie regional council has been recognised as a labelling body by France compétences since 23 December 2019. That recognition, valid for three years, was renewed on 15 December 2022, then reconfirmed by a decision of 18 December 2025 for the period from 1 January 2026 to 31 December 2028 — alongside the seven other recognised bodies, including the French Ministry of Education with the EDUFORM label. It covers training actions, skills assessments (bilans de compétences), support for the validation of prior experience (VAE) and apprenticeship training.

The audited content locks in the equivalence: the Certif’Région framework consists of the 7 criteria and 32 indicators of Qualiopi, plus 1 criterion and 12 specific indicators — we break them down in our article on the Certif’Région framework. A labelled provider has therefore been audited on everything a Qualiopi-certified provider must prove, and more. The label’s official documentation is explicit: by obtaining the Certif’Région label, training operators are also Qualiopi-certified. Registration on the national list of quality-certified providers is handled by the labelling body after each labelling committee.

What the equivalence covers — and its limits

Two points deserve attention. Scope, first: the label is only valid for the audited categories of actions (continuing training, skills assessment, VAE, apprenticeship). An activity launched after the audit is not automatically covered — an extension audit exists for that. The clocks, second: the label’s validity (3 years) and the body’s recognition by France compétences (until 31 December 2028 for the current cycle) run separately.

What research says about the value of a third-party label

Why does the legislator accept that a regional body can deliver the equivalent of a national certification? Because the value of a certification lies in the credibility of the control, not in the status of whoever delivers it. That is the signalling mechanism described as early as 1973 by Michael Spence in the Quarterly Journal of Economics: when real quality is hard to observe, a costly-to-obtain signal separates serious players from the rest (see the study). Applied to quality certification, the mechanism is documented empirically: the study by Ann Terlaak and Andrew King published in 2006 in the Journal of Economic Behavior & Organization, using an eleven-year panel of industrial facilities, shows that third-party certification works as a signal that is all the more effective when buyers struggle to observe supplier quality directly (see the study).

Translated to our subject: what matters to a funder is that an independent audit, based on a demanding framework, has taken place. Certif’Région audits are performed by independent auditors referenced through a formal consultation, against a framework that contains all of Qualiopi. The equivalence is not an exception to the system — it is an application of it.

How to verify in practice

Before relying on the equivalence in a funding file or a contract:

1. Check the body’s presence on the list of recognised labelling bodies published by France compétences for the current period.
2. Check the provider’s label: the list of Certif’Région-labelled organisations is published by the Carif-Oref Occitanie (the regional training observatory), and registration on the national list of quality-certified providers is authoritative.
3. Check the scope: covered categories of actions and the label’s validity dates.
