The Certif'Région framework: the 12 indicators added to Qualiopi

Preparing for the Certif’Région label by working only on Qualiopi’s 32 indicators means arriving at the audit with a quarter of the framework untouched. The label’s framework — version 7, applicable since 2 May 2025 — counts 8 criteria and 44 indicators: all of Qualiopi, plus 12 label-specific indicators identified by letters (A to L). Here is what they require, criterion by criterion.

The architecture: an extension, not a variant

The principle is simple and verifiable in the official document published by the Carif-Oref Occitanie: the framework consists of the 7 criteria and 32 indicators of Qualiopi, plus 1 criterion and 12 Certif’Région-specific indicators. Nothing is removed from the national quality framework — which is what grounds the equivalence with certification, explained in our article is the Certif’Région label equivalent to Qualiopi?

Depending on your categories of actions, the audited scope varies: 40 indicators for a training organisation, 31 for a skills-assessment centre, 33 for VAE support, 44 for an apprenticeship centre. Nine specific indicators are common to all categories; three (C, D, F) only concern training organisations and apprenticeship centres.

Criteria 2 to 4: professionalising the upstream and the resources

Indicators A and B (criterion 2) — before answering a call for tenders, a project or a company order, the provider analyses feasibility (available internal skills, teaching equipment, necessary partnerships, possible subcontracting) and builds its response using a defined methodology. The reading guide expects a formal feasibility-analysis tool, not an oral practice.

Indicators C and D (criterion 3, training organisations and apprenticeship centres) — after a controlled assessment process, the provider offers open badges and/or at minimum an end-of-training attainment certificate; and for work-linked training or on-the-job training periods, one or more in-company follow-up leads are appointed and briefed.

Indicators E, F, G (criterion 4) — the premises allow learners to be received in good conditions and comply with applicable regulations (E, all categories); equipment maintenance and renewal are ensured (F, training organisations and apprenticeship centres); and for distance learning, the resources mobilised guarantee good delivery conditions for the learner (G, all categories).

Criterion 6: disability as a leadership commitment

Indicator H — the operator’s management is committed to making its training offer accessible to people with disabilities: it has appointed a disability lead (référent handicap), trained by an organisation designated by AGEFIPH Occitanie, who keeps their knowledge up to date. This indicator extends the entry prerequisite (the lead’s training is required from the application stage) and goes further than Qualiopi’s indicator 26: it commits the management, not just a contact person.

Criterion 8: the real step up

Criterion 8 — steering and monitoring the quality approach within a management logic consistent with a CSR strategy — has no equivalent in the national framework. Its four indicators outline a living quality system:

  • I — a quality lead and a CSR lead are appointed and involved in continuous improvement;
  • J — document management is organised;
  • K — the provider performs an annual internal audit of the framework’s provisions;
  • L — it evaluates the effectiveness of its quality approach and commits to implementing a CSR strategy.

This is where preparation differs most from the standard route: the annual internal audit (K) requires a method, a calendar and archived reports — evidence built over time, not the day before the audit. Research on management standards confirms the point: the literature review by Iñaki Heras-Saizarbitoria and Olivier Boiral published in 2013 in the International Journal of Management Reviews shows that the benefits of a certified management system depend on how deeply the practices are actually integrated into the organisation, as opposed to a purely symbolic adoption of the standard (see the study). Criterion 8 institutionalises precisely that integration.

How to organise your preparation

  1. Deal with the core first: the 32 Qualiopi indicators, detailed one by one in our guide to the indicators, represent nearly three quarters of the framework.
  2. Map your applicable indicators by category of actions (40, 31, 33 or 44).
  3. Build tools for indicators A and B: a feasibility grid and a response template count as evidence.
  4. Start criterion 8 first, not last: the annual internal audit and the CSR strategy need months of track record to produce credible evidence.
  5. Lean on the official reading guide, which states the expected level and evidence examples for each specific indicator — including examples specific to VAE and apprenticeship.
