How to obtain the Certif'Région label in 2026: conditions and process

For a training provider active in the Occitanie region, the Certif’Région label offers a distinctive path: a regional labelling that counts as Qualiopi certification, with the audit cost partially or fully covered by the regional council. But you must meet the conditions, validate precise prerequisites and follow a multi-step process. Here is the complete journey, as set out in the official framework (version 7) and the publications of the Carif-Oref Occitanie, the regional body that manages applications.

Check your eligibility

The Certif’Région framework applies to all organisations, whatever their legal form or field, that deliver at least one of these four categories of actions:

• continuing vocational training actions;
• skills assessments (bilans de compétences);
• support for the validation of prior experience (VAE);
• apprenticeship training.

A territorial condition applies on top: evidence of training activity in Occitanie, through a kbis extract (company register) or RNA registration (association register). That is the structural limit of the regional route — a provider with no Occitanie activity goes through the standard route with a Cofrac-accredited certifier.

One important point: when filing, you state which categories of actions should be audited, and the label will only be valid for those categories. If you plan to open an apprenticeship centre or a VAE activity within the year, factor it in from the application stage.

Validate the prerequisites — before the file, not after

The application is conditional on prerequisites checked against supporting documents. This is a notable difference from the standard route, where these topics are audited but do not gate the admissibility of the file.

Prepare the framework: Qualiopi + 12 indicators

The label’s framework includes the 7 criteria and 32 indicators of Qualiopi in full and adds 1 criterion and 12 specific indicators, for a total of 44 (40 applicable to training organisations, 31 to skills-assessment centres, 33 to VAE, 44 to apprenticeship centres).

In practice, your preparation runs on two fronts:

• The Qualiopi core: the 32 indicators of the national quality framework, which we detail one by one in our guide to the indicators — public information, needs analysis, adaptation of services, resources, monitoring, complaints handling…
• The label’s own requirements: a formalised feasibility analysis before any proposal, a defined response methodology, open badges or an end-of-training attainment certificate, compliant premises, and above all criterion 8 — appointed quality and CSR leads, organised document management, an annual internal audit, and an evaluation of the effectiveness of the quality approach.

A study by Sandra Anderson, Daniel Daly and Marilyn Johnson published in 1999 in Production and Operations Management on the motivations behind quality certification shows that organisations pursue certification both for the compliance expected by clients and contracting authorities and for a lasting competitive advantage (see the study) — a dual logic that describes Certif’Région well: meeting the legal obligation while standing out with regional funders.

Run the process on the platform

The journey is fully tracked on the Certif’Région online platform, open since May 2021:

1. Information and support: the Carif-Oref Occitanie is tasked with informing and supporting candidates up to the submission of the file. The platform offers a self-assessment.
2. Prerequisites: upload of supporting documents (training certificates, organisation chart, kbis/RNA).
3. Framework preparation: building the evidence system, indicator by indicator.
4. Auditor selection and quote: audits are performed by an independent auditor referenced by the Region and its partners following a formal consultation. The Region’s financial contribution — 50 to 100% depending on the audit type — appears on this quote.
5. Submission of the application online, then the compliance audit against the framework.

The award (or rejection) decision rests with the labelling committee (Comité de Labellisation), which brings together the Region, France Travail Occitanie, AGEFIPH Occitanie and partner OPCOs. If awarded, the body registers the organisation on the national list of quality-certified providers — the same list as Qualiopi-certified ones — and the label is valid for 3 years, with an audit cycle (surveillance, renewal, possible extension) that we detail in our article on renewing the Certif’Région label.

Pitfalls to avoid

• Underestimating the prerequisites: the mandatory training courses have their own enrolment lead times; start them first.
• Preparing only the 32 Qualiopi indicators: criterion 8 (quality steering and CSR strategy) requires evidence that no “standard Qualiopi” toolkit contains — including the annual internal audit.
• Miscalibrating the categories of actions: a category that is not audited is not covered by the label.
• Waiting until the last minute: between prerequisites, preparation, audit and committee review, the process should be planned several months ahead of your funding deadlines.
