Renewing the Certif'Région label: audit cycle and points of vigilance
Obtaining the Certif’Région label is not the end of the journey: it opens a three-year cycle punctuated by audits and continuous obligations — including an annual internal audit that does not exist in the standard Qualiopi route. Here is how the cycle works, what is checked, and the mistakes that weaken a renewal.
A three-year cycle, five types of audit
The label is valid for 3 years. The Certif’Région online platform, open since May 2021, supports the organisation for the entire cycle and distinguishes five types of audit:

After the labelling committee awards the label, the file is never “closed”: surveillance reopens the review during the cycle, and renewal goes through a new application. Audits remain in the hands of independent auditors referenced by the Region and its partners.
What is expected between two audits
The major difference with a standard Qualiopi cycle lies in criterion 8 of the framework, detailed in our article on the 12 specific indicators: maintaining compliance is an active obligation, not a state.
- Annual internal audit (indicator K): every year, the organisation audits its own arrangements against the framework — with a method, a calendar and written reports.
- Involved leads (indicator I): the quality lead and the CSR lead remain appointed and active in continuous improvement.
- Document management (indicator J): evidence is filed as you go, not the week before the surveillance audit.
- Effectiveness evaluation (indicator L): the quality approach is evaluated and the CSR commitment progresses.
One expectation specific to the label’s network adds to this: after the surveillance audit and in preparation for renewal, the partners invite the disability lead (référent handicap) to a half-day professional-development workshop organised by AGEFIPH Occitanie — strongly recommended when their training is more than 4 years old.
This continuous-upkeep logic is supported by research: the study by John Gray, Gopesh Anand and Aleda Roth published in 2015 in Production and Operations Management shows that actual process compliance tends to erode after a quality certification is obtained when internal control mechanisms slacken (see the study). Criterion 8’s annual internal audit is precisely the antidote to that erosion — and the literature review by Iñaki Heras-Saizarbitoria and Olivier Boiral (2013, International Journal of Management Reviews) recalls that the benefits of a management standard depend on its lasting integration into practice, not on its display (see the study).
The two clocks to watch
A Certif’Région-labelled provider lives with two distinct calendars:
- The label’s clock: three years of validity, with surveillance during the cycle then renewal. It is the functional equivalent of the standard Qualiopi cycle — initial audit, surveillance, renewal.
- The body’s clock: the recognition of the Occitanie regional council by France compétences is reviewed every three years (article R. 6316-4 of the French Labour Code). It was reconfirmed by a decision of 18 December 2025 for the period from 1 January 2026 to 31 December 2028, together with the seven other recognised bodies.
In practice, the second clock only requires vigilance: checking, at each three-year deadline, that the body still appears on the list published by France compétences. The equivalence itself depends on it, as our article is the Certif’Région label equivalent to Qualiopi? explains.
The mistakes that weaken a renewal
- Skipping an annual internal audit. Indicator K is proved by track record: three credible internal audits cannot be reconstructed after the fact.
- Letting the scope drift. A new apprenticeship activity, a new site, a new distance-learning modality: each change must be checked against the audited scope, and covered by an extension audit where needed.
- Letting the leads’ skills expire. A disability lead trained more than 4 years ago without a refresher, a CSR lead who left without a successor: gaps visible from the opening of the audit.
- Discovering the renewal three months before the deadline. Renewal goes through a new review and a labelling-committee decision: build the calendar with the auditor well ahead of the expiry date.
- Confusing keeping the label with keeping the funding. The label conditions access to funds; it exempts you neither from reporting obligations nor from each funder’s own requirements.
