e-AFAQ label vs Qualiopi: differences, complementarity and order of priority

“Someone mentioned an AFNOR label for training — is it worth as much as Qualiopi?” The question comes up regularly among training organisations, and the confusion is understandable: AFNOR Certification delivers both Qualiopi certification and its own voluntary labels, including the e-AFAQ vocational training label. Yet the two schemes share neither the same nature, nor the same effects, nor the same audience. Here is the point-by-point comparison — and, above all, the right way to combine them.

Two schemes of a different nature

Qualiopi is a regulatory certification. Created by the law of 5 September 2018 on the freedom to choose one’s professional future, based on the French National Quality Framework and its 32 indicators, it has conditioned access to public and pooled funds since 2022 for providers of skills-development actions. It is delivered by accredited or authorised certification bodies, and choosing yours is up to you.

The e-AFAQ vocational training label is a voluntary private label from AFNOR Certification’s e-AFAQ range (AFNOR group). No law requires it, no funding body asks for it. It attests, through third-party assessment, to good practice in the vocational-training activity, and works as a commercial differentiator backed by the AFNOR group’s reputation. Two rows deserve comment. First, the assessment: the e-AFAQ range is characteristically assessed entirely remotely, with no on-site visit — whereas the Qualiopi audit follows its own rules, remote auditing being possible only under conditions. Second, the framework: the RNQ’s 32 indicators are public and enforceable; a private label’s framework belongs to its owner — ask to review it before committing.

What the two processes share

Contrasting the two schemes should not hide their methodological kinship. In both cases, a third-party assessor examines your organisation through evidence: structured documents, formalised processes, traces of real use (exploited surveys, handled complaints, maintained monitoring tables). In both cases, documentary preparation makes the difference between a process you endure and a process you benefit from.

That is precisely what grounds their complementarity: an organisation that has seriously prepared one of the two assessments has already covered part of the road towards the other. Research does, however, call for lucidity on one point: a literature review by Iñaki Heras-Saizarbitoria and Olivier Boiral published in 2013 in the International Journal of Management Reviews highlights the frequent gap between formal adoption of a management framework and real transformation of internal practices. Stacking quality marks only makes sense if each process genuinely changes something in how you work — otherwise you are piling up documentation layers, not value.

Three combination scenarios

Scenario 1 — you are after funding and not yet certified: Qualiopi first, no detour. The label will open no funding. Concentrate your resources on preparing the 32 indicators. The label can come later, if a differentiation need calls for it.

Scenario 2 — you are preparing for Qualiopi and want a rehearsal: the label as a documentary dry run. This is the use case highlighted in the scheme’s presentation: since AFNOR Certification is one of the main Qualiopi certification bodies, the labelling process can serve as a documentary rehearsal before the audit — evidence gathering, formalisation, exposure to a third party’s scrutiny, with lower stakes. Scenario 3 — you are certified and looking for a distinguishing factor: the label as an additional tier. Qualiopi is held by tens of thousands of providers; it qualifies, it no longer distinguishes. Assess the expected return coldly: which markets, which buyers, what real sensitivity to the mark?

The traps to avoid

  • Believing in substitution. A labelled but uncertified organisation remains excluded from public and pooled funding. No exception.
  • Communicating ambiguously. Implying that a private label amounts to official recognition exposes you to accusations of misleading commercial practice. The rules of proper use are the same as for the Qualiopi logo and trademark: say exactly what the mark attests, nothing more.
  • Committing without scoping. The label’s cost, validity period, maintenance conditions and assessment framework are set with AFNOR Certification, on a quote basis. Ask every question before signing, not after.
