The French Driving-School Quality Label and Qualiopi: What Changed in 2024
For several years, French driving schools had a quality route of their own: the label « qualité des formations au sein des écoles de conduite » (quality of training within driving schools), created by the order of 26 February 2018, with its set of equivalences. Then the order of 6 May 2024 reshuffled the deck: for public and pooled vocational-training funds, Qualiopi is now what counts. Here is what each scheme covers today, and how to combine the two.
The 2018 label: a sector quality scheme
Created by the order of 26 February 2018 “creating the label ‘quality of training within driving schools’ and recognising equivalences to this label”, the label is a voluntary and free scheme, run by the State and processed through the prefectures (today via a national online portal). It aims to guarantee learners transparent information and trade-specific quality commitments: course content, written contracts, information on prices and pass rates.
The 2018 order also provided for equivalences: certain quality certifications — such as AFAQ ISO 9001 certification applied to training organisations — were recognised as equivalent to the label. The text has been amended several times, notably by the orders of 11 March 2021 and 6 May 2024.
What the order of 6 May 2024 changed
The tipping point is here: following the order of 6 May 2024, driving-teaching establishments that want to receive public or pooled funds for vocational training — the CPF (the French personal training account) first among them — must obtain Qualiopi certification, issued by an accredited certification body after an audit against the national quality framework.
In other words:
- before: the label and its equivalences opened a sector route towards funding;
- now: the label remains a State-recognised quality mark, but it no longer substitutes for Qualiopi where funding access is concerned. The key to public funds, for a driving school as for any training provider, is the certification.
For a driving school, the question is therefore no longer “label or Qualiopi?” but “what am I aiming for?”:

Label and Qualiopi: two different logics
The two schemes are not rivals; they simply do not play in the same league.
The label is sector-specific, free, processed by the administration. It speaks the language of the trade: learner information, price transparency, teaching commitments specific to driving instruction.
Qualiopi is cross-sector: the same 32-indicator framework applies to every provider of skills-development actions, from language schools to truck-driving centres. The audit is performed by an accredited private certifier, the certification is valid for three years with a mid-term surveillance audit, and it conditions public and pooled funding.
A school can perfectly hold both — and the work done for one serves the other: public-information procedures, contracts, learner feedback collection, instructor qualification (including their teaching authorisations) are proof usable in both files.
The two application paths tell the story. For the label, the school applies through the dedicated national online portal, the administration processes the file and checks compliance with the sector framework’s commitments — free of charge. For Qualiopi, the school picks an accredited certifier, signs a contract with it, prepares its evidence indicator by indicator, goes through an initial audit whose duration depends on its size, then a surveillance audit between the 14th and 22nd month. Two logics, two calendars, two levels of documentary demand.
This move towards demanding quality frameworks is not specific to France: road-safety research has long concluded that driver training only works when its content and structure are sound. The review by V. Beanland, N. Goode, P. Salmon and M. Lenné published in 2013 in Safety Science (“Is there a case for driver training? A review of the efficacy of pre- and post-licence driver training”) shows that effective programmes are those that build structured cognitive and self-assessment skills — not simply accumulated driving hours (see the study). Requiring providers to formalise a quality approach is the institutional translation of that finding.
In practice: a driving school’s 2026 roadmap
- Secure the foundation: a valid prefectoral approval, renewed on time, teaching authorisations up to date.
