Mon Activité Formation (MAF): The Guide to France's EFP Connect Portal for Your NDA and BPF

France’s administrative filings for a training organisation no longer scatter across a paper form, a DREETS email address and a spreadsheet: they now sit behind a single account, EFP Connect, and a dedicated portal, Mon Activité Formation (MAF). Many people setting up a training organisation encounter these two names for the first time when filing their activity declaration, without always understanding who does what. Here is how the pieces fit together, how to set up an account without getting stuck, and how to avoid the mistakes that waste time on your two most sensitive filings: the NDA and the BPF.

What is EFP Connect?

EFP Connect is the French Ministry of Labour’s authentication solution: a single user account giving access to more than twenty digital services related to employment and vocational training. The portal replaced the previous service, “Mes Démarches Emploi et Formation” (MDEF), on 14 November 2024. If you already had an account on the old portal, your credentials generally remain valid, but a password change is required on first login.

EFP Connect is not a service in itself — it is the common front door to several business-specific spaces, three of which concern a training provider or apprenticeship centre (CFA) most directly:

  • Mon Activité Formation (MAF) — activity declaration and BPF filing;
  • EDOF (the training providers’ space) — listing and invoicing on France’s personal training account platform, covered in our article on accessing EDOF and its new security requirements;
  • SOFFi — the service used by OPCOs and other funders for their own declarations; it does not concern your organisation directly, but it explains why some of the data entered in MAF or EDOF later flows through to your funders.

Mon Activité Formation: the portal for your two core filings

MAF centralises the two filings that determine the legal existence of your training activity:

  2. The pedagogical and financial report (BPF), the annual online filing that accounts for the activity of the past year — see our field-by-field guide to filling in the BPF.

Before MAF became the norm, these two filings ran through separate, partly paper-based channels. Bringing them together under one portal simplifies things on paper, but it shifts the difficulty elsewhere: you now need to be clear, within your organisation, about who actually holds the login for this single account — because a MAF account that is not properly handed over during a change of director or legal form can block a BPF filing right when it is due.

Setting up and activating your MAF account

The activation code: your key to becoming “access manager”

Once the DREETS approves your activity declaration, you receive a confirmation letter by post. In addition to your NDA, that letter contains a MAF activation code specific to your organisation. This code is used to create your “access manager” profile: the person authorised to view the organisation’s file on MAF and, where relevant, to grant access to other team members (an accountant, a pedagogical lead).

Two practical points to watch for:

  • The code is tied to your SIRET number. If your SIRET changes — a move to a different jurisdiction, a change of legal form, a sale — the old activation code does not automatically follow: you need to contact the platform’s support to sort this out before your next BPF deadline.
  • Keep that letter. There is not always an instant way to regenerate it online; if you misplace it, allow processing time with support before a filing deadline.

The move to a single sign-on identity since 2025

Since April 2025, access management has shifted toward a single-identity system similar to ProConnect, in line with the principle of one EFP Connect account shared across all of the Ministry’s services. In practice, an email is sent to the address used when the account was created, with an activation link to finalise access. If you have set up your organisation recently, keep an eye on that inbox during your first activity declaration: this is often where the most common hold-up for new registrants happens — not on the portal itself.

Filing your activity declaration and submitting your BPF through MAF

Once your account is active, both filings run from the same dashboard:

  • For a first activity declaration, MAF acts as the digital submission point for your file (bylaws, standard training programme, proof of your first agreement).   • For the BPF, the online filing mirrors the sections of the corresponding Cerfa form (organisation, revenue, trainees, trainee-hours). There is no more paper submission: remember to download and archive the filing receipt MAF generates at each campaign.

One point is worth repeating, because it determines whether your NDA survives at all: failing to submit the BPF, or repeatedly filing a nil BPF with no real activity behind it, puts your activity declaration at risk of becoming void. MAF does not systematically chase you by phone — it is up to your organisation to track its own filing calendar, even when activity has temporarily slowed down.

The hidden cost of switching platforms

Moving from one system to another — even with simplification as the stated goal — carries a real cost for small organisations, one documented by public administration research.
