AMF certification and Qualiopi: two requirements that do not replace each other

A training provider positioning itself on preparation for the AMF exam runs into two schemes that both carry the word “certification”, issued by two different authorities, on two different objects. Confusing them leads to inaccurate sales claims and, more prosaically, to discovering late that part of the expected revenue is not fundable.

Reading that table comes down to one sentence: AMF certification opens the right to run the test, Qualiopi certification opens access to training funding. These are not two rungs on one ladder, they are two separate doors.

The concrete case that comes up most often

A provider specialising in banking training sells an AMF exam preparation programme to a population of advisers, then organises the test. Two flows, two regimes.

The preparation programme is a training action. If the employer wants it funded by its OPCO, or if an individual candidate uses their personal training account, the provider must hold Qualiopi certification. Without it the sale remains possible, but only out of the client company’s or the individual’s own funds — which, on this market, sharply reduces volume.

Sitting the test falls under AMF certification. A provider without it must refer its candidates to a certified provider, which is perfectly acceptable provided it is stated clearly.

The reverse case exists too: a provider certified by the AMF, well positioned on examining, that discovers it cannot bid for a large network’s tender because the funding runs through an OPCO and it is not Qualiopi-certified.

What Qualiopi requires, in practice, on this kind of offer

Qualiopi certification attests conformity with the National Quality Framework. Three requirements prove particularly structuring for a programme preparing candidates for a regulated examination.

Information about the services. Objectives, prerequisites, arrangements and access times must be public and accurate. On this market that means stating clearly what the programme covers, where the test takes place, and what the certificate obtained allows — without suggesting that your organisation “certifies” the trainee on the regulator’s behalf.

Adapting to the audience. A programme designed for market professionals does not work as-is for profiles from law or compliance: the knowledge base being verified has two very different strands, and the real need differs by professional background.

Results and what you do with them. The pass rate is a figure this market watches. The framework does require measuring outcomes and drawing consequences for the offer.

One signal of competence, two mechanisms

Both certifications belong to the same family of mechanisms: reducing the uncertainty of a buyer who cannot verify for themselves the quality of what they are buying.

Morris Kleiner and Alan Krueger, in “Analyzing the Extent and Influence of Occupational Licensing on the Labor Market”, published in 2013 in the Journal of Labor Economics, show from a national survey that the share of the workforce covered by a licence or a certification is considerable and that these schemes are associated with significant pay differences (see the study). Their work is a useful reminder: these schemes produce a signal, and the signal’s value depends on precisely what it attests. Hence the importance of not letting a buyer believe that one certification covers another.

Settle your model before starting either process

Three questions are usually enough to know where to begin.

  1. Does your training have to be funded from public or pooled funds? If so, Qualiopi is a market prerequisite, whatever your position on the examination.
  2. Is your value added the preparation or the test? If it is the test, certification of your examination by the AMF comes first, with the question-bank upkeep it implies.
  3. Are you also targeting the sustainable finance module? It has its own certification, described in instruction DOC-2021-03: certification of the general examination does not carry it.
