Renewing Your French Driving-School Approval: The Five-Year Procedure Done Right
The prefectoral approval of a French driving school is not granted for good: issued for five years, it lapses if its renewal is not requested in time. Every year, operators find out too late that the procedure follows a strict calendar — and that a school without a valid approval must simply stop teaching. Here is the procedure, the documents and the traps of the five-year rendezvous.
The two-month rule
The order (arrêté) of 8 January 2001 on the operation of driving-teaching establishments sets the mechanism: every operator must send the prefect of their département, every five years, a renewal request at least two months before the expiry of their approval.
The rule comes with a valuable safety net: when renewal has been requested within the deadline and in the required form, the approval is kept provisionally valid until the prefect rules on the request. In other words, a request filed on time protects you from a break in activity, even if the administration takes time to answer.
Conversely, a late request loses you that benefit: if the approval expires before the decision, the school is left without the right to operate. The renewal file
The renewal file contains, updated, the documents listed for the initial application by the order of 8 January 2001: documents on the operator, the premises, the vehicles and the teaching team. One document is specific to renewal:
- proof of training showing the operator has refreshed their professional knowledge, provided for by article R. 213-6 of the French road-traffic code.
This deserves anticipation: the refresher training must be completed before the file is submitted. An operator who leaves it to the last minute stacks two risks — finding no session in time, and filing late.
Three checks to run in parallel, since the prefect will assess the establishment as it stands at renewal time:
- Are the teaching authorisations of every instructor still valid? An expired teaching authorisation in the team is a direct non-compliance.
- Do the premises and vehicles still match the file known to the prefecture? Any change (move, categories taught, operator) should have been declared as it happened.
- Are the operating obligations — display, written contracts with learners, administrative tracking — being met? These are the points the State checks.

Filing at two months before expiry is a regulatory floor, not a target: aiming for three or four months absorbs the hiccups (missing document, fully booked training session, portal response times).
Renewal as a refresher moment
The knowledge-refresh obligation is not an empty formality. Road-safety research shows that the benefits of driver training are neither automatic nor everlasting: the systematic review by K. Ker, I. Roberts and colleagues on post-licence driver education, published in the Cochrane Database of Systematic Reviews and updated in 2005 in Accident Analysis & Prevention from 21 randomised controlled trials covering more than 300,000 drivers, concludes that post-licence training, as evaluated, showed no measurable effect on crashes (see the study). The classic renewal mistakes
- Discovering the deadline from the prefecture’s letter — when it comes. Nothing obliges the administration to chase you: the deadline is managed on the operator’s side.
- Filing two weeks before expiry hoping for goodwill: provisional validity requires a request within the deadline and in the required form.
- Forgetting the refresher training and scrambling for a session.
- Submitting a frozen file that no longer reflects reality: changes of premises, vehicles or team never declared.
- Neglecting teaching authorisations: their own five-year validity runs on its own calendar, instructor by instructor.
