RNCP Title or State Diploma: What Are the Differences, and the Value?

“Is it a real diploma?” Every organisation preparing candidates for an RNCP title has heard the question. It deserves a precise answer, because the confusion between an RNCP title and a state diploma muddies sales pitches and, sometimes, the applications filed with France compétences. Here is what brings them together, what sets them apart, and what it changes for your organisation.

What brings them together: one register, one framework of levels

First clarification: a state diploma (CAP, vocational baccalauréat, BTS, licence, master…) and a so-called “RNCP title” both sit on the RNCP — the Répertoire national des certifications professionnelles (national register of professional certifications). The RNCP is not a side register for private credentials: it is the single national register of occupation-oriented professional certifications.

Both are positioned on the national framework of professional qualifications, from level 3 to level 8. A level-6 title therefore attests to the same qualification level as a licence (bachelor-level degree), and a level-7 title to the same level as a master’s. Both are structured in blocks of competencies, accessible through training as well as through the VAE (validation of prior experience), and registration makes them eligible for the CPF (personal training account).

What sets them apart: the registration route and the carrier

The structural difference is not value, but the route onto the register:

For a title registered on request, the private certifier must demonstrate the certification’s value in use: occupation analysis, articulated activities, competencies and assessment frameworks, and the employment outcomes of at least two cohorts of holders. The decision rests with the director general of France compétences, after the opinion of the professional certification commission. What value on the labour market?

Legally, the qualification level is the same at equal level. In terms of perception, the logics differ: the state diploma benefits from institutional renown; the RNCP title draws its value from its closeness to the occupation and from its certifier’s reputation.

Research in the sociology of education sheds light on this double mechanism. In “Credentials, Signals, and Screens” (Review of Educational Research, 2003), David Bills reviews the theories explaining how employers use credentials in hiring decisions: human capital, signalling, screening, credentialism. The operational conclusion for a certifier: a certification is worth the verifiable information it conveys to the employer. That is exactly what the register’s public record materialises — level, blocks, target occupations — consultable by any recruiter or funder on the France compétences website.

Concretely, for your communication: saying that a level-6 title is “equivalent to a licence” in qualification level is accurate; presenting it as a “state diploma” is not. Precision is also a fairness-of-information requirement under the national quality framework indicators, the first of which deals precisely with information given to the public.

Titres professionnels, CQP: where do the other labels fit?

Two labels come up constantly in conversation and deserve a place on the map:

  • The titre professionnel is a certification of the French Ministry of Labour: it therefore belongs to the “awarded in the name of the State” side, even though its logic is resolutely occupational. Organisations wishing to run its exams do not file an RNCP application: they operate within the framework set by the ministry, notably through accreditation as an exam centre.
  • The CQP (certificat de qualification professionnelle — an industry-branch qualification certificate) is created by a professional branch to meet its qualification needs. A CQP can exist without being registered on the RNCP; registration, where requested and obtained, gives it a qualification level and eligibility for the associated funding. The reading grid stays the same in every case: who is the certifier, through which route does the certification appear on the register, and at what level? Those three questions are enough to place any label — and to spot the commercial titles that correspond to no registered certification at all.

What it changes for your organisation

Three typical situations:

  • You prepare candidates for a state diploma: you will never be its certifier, but you can prepare for it within the frameworks set by the relevant ministry.
  • You aim for your own certification: the registration-on-request route is open to private organisations — that is the whole point of RNCP registration. Plan for the engineering investment and the tracking of two cohorts.
  • You want to offer a recognised title without carrying the file: authorisation by an existing certifier lets you train and assess on their behalf, with CPF eligibility attached.

In every case, keep the distinction in mind when choosing: the question is not “diploma or title?” in the abstract, but “which certification best serves the target occupation and your trainees’ plans?” — and, on the organisation’s side, “which role do you want to hold: preparer, authorised partner or certifier?”.

Yes. CPF eligibility flows from registration on the RNCP (or the Répertoire spécifique), whatever the registration route of the certification. The training provider must still meet its own conditions, including Qualiopi certification.
