UFA (apprenticeship training unit): agreement, obligations and Qualiopi responsibility of the CFA

A vocational high school that wants to open an apprenticeship track does not need to build a CFA from scratch: it can become an UFA, an apprenticeship training unit, attached to an existing CFA by agreement. This arrangement, common in agricultural education and public vocational high schools, raises a question few project leads anticipate correctly: who — the school or the CFA — holds Qualiopi certification and answers to funders for quality?

The legal framework of the UFA

The apprenticeship training unit is defined by article L. 6233-1 of the French labour code: a CFA may, by agreement, entrust all or part of the technological and practical teaching it would normally provide to one or more educational establishments. This agreement creates the UFA within the host school.

Three points structure the arrangement:

  • the UFA is not a separate legal entity: it has no NDA (activity declaration number) of its own — it operates under the CFA’s;
  • the educational establishment (public or private high school, agricultural school…) holds pedagogical responsibility for the teaching delivered within its UFA;
  • the CFA retains administrative and financial responsibility for the whole arrangement, including the part entrusted to the UFA.

This division of responsibilities explains why the creation agreement is as tightly regulated a document as the Qualiopi framework itself.

The mandatory content of the agreement

Articles R. 6233-1 and R. 6233-2 of the labour code specify what the UFA creation agreement must determine:

  • the number of apprentices hosted and the conditions for their recruitment;
  • the staff, premises and equipment mobilised for training;
  • the diplomas or titles being prepared;
  • the pace of alternance and the split of teaching time between the school and the company;
  • the general orientations, pedagogical organisation and content of the teaching;
  • the funding arrangements for the scheme;
  • the methods for monitoring and supporting apprentices, including when all or part of the training is delivered remotely.

A point often overlooked: the agreement must be concluded for a period at least equal to the training cycle required to obtain the targeted professional certification. An agreement that is too short, renewed year by year with no visibility, exposes apprentices mid-cycle to a broken pathway if the school or the CFA decides not to renew it.

Who holds Qualiopi certification?

This is the point that causes the most confusion in practice. Since 1 January 2022, every CFA must hold Qualiopi certification to access public and pooled funds — apprenticeship contract funding from OPCOs, France compétences, CPF where applicable. The UFA itself has no separate certification requirement: it operates under the certification of the CFA with which it has signed an agreement.

This does not exempt the CFA from vigilance. From the standpoint of the National Quality Framework, an UFA’s operation resembles a form of pedagogical co-contracting: the CFA must make sure that the organisation, teaching resources and monitoring of apprentices implemented by the UFA comply with the requirements of the indicators that apply to it — in particular those relating to the adequacy of pedagogical resources, attendance monitoring, and subcontracting and salary portage (indicator 27), whose underlying logic — verifying and documenting the compliance of a third party entrusted with part of the service — applies by analogy. In practice, at audit time the CFA must be able to present not just the signed agreement, but concrete evidence that what actually happens within the UFA complies with the framework.

UFA or standard subcontracting: what’s the difference?

A CFA has two main options for relying on an external partner: an UFA creation agreement, or a standard pedagogical subcontracting contract with a training organisation. The difference lies in the institutional nature of the partner and the applicable formalities:

The choice mostly depends on circumstances: an UFA makes sense when a school already has the technical facilities, teachers and premises suited to a given trade, and wishes to open an apprenticeship track alongside its regular school-based track. Standard subcontracting is better suited to a one-off need or a non-school partner.

What research says about the quality of alternance

The pace of alternance set out in the agreement — the split between teaching at the school and time spent in the company — is not an administrative detail. A study by Neyt, Verhaest and Baert published in 2020 in Economics of Education Review, «The Impact of Dual Apprenticeship Programs on Early Labour Market Outcomes: A Dynamic Approach», shows that the benefits of dual apprenticeship schemes on job market entry are concentrated in pathways with the highest number of days of in-company training, and tend to fade over time. In practice, for an UFA, this argues for a genuinely structuring alternance rhythm rather than an administrative dressing-up of teaching that remains predominantly school-based.

Checklist before signing an UFA agreement

For a CFA considering this arrangement, or a school wishing to open an UFA:

  • Check that the school has the premises, technical facilities and staff suited to the targeted qualification
  • Set an alternance rhythm consistent with the certification’s own framework, not just the school’s existing timetable
  • Plan for an agreement duration at least equal to the full training cycle
  • Document, from signature onwards, how apprentices will be monitored (attendance, support, remediation)
  • Anticipate the Qualiopi audit evidence the CFA will need to produce on how the UFA actually operates, not just the signed agreement
