France Compétences' 2026 RNCP/RS Vademecum: How to Use It to Prepare Your Application

A professional certification project owner rarely runs up against raw statute text: what they run up against is uncertainty about what the Professional Certification Commission actually expects behind each criterion in the specifications. In January 2026, France compétences published a tool designed to close that gap: a 36-sheet practical Vademecum devoted to the RNCP and the Répertoire spécifique (RS). What this Vademecum actually is

The “Professional certifications” Vademecum was adopted by the Professional Certification Commission at its session of 17 December 2025, then published by France compétences in January 2026 as its second version. It is not a new piece of regulation: it is a reference document that recalls the legal framework in force — stemming mainly from the law of 5 September 2018 on the freedom to choose one’s professional future — and that gathers, in the form of practical sheets, the standing doctrine the Commission applies when it examines an application.

Its structure of 36 sheets covers the entire lifecycle of a registered certification: the pre-study phase before filing, the registration criteria for both the RNCP and the RS, the obligations placed on the certifying body once the certification is registered, ongoing monitoring during the life of the registration, and finally expiry, control and renewal. The document also incorporates the changes introduced by decree No. 2025-500 of 6 June 2025, which tightened several registration conditions and France compétences’ powers of control. What it is actually useful for in your application

What research says about the effect of a practical guide facing a complex administrative process

The value of a document like this Vademecum is not just about reading comfort: public administration research documents a real effect of “learning costs” — the time and effort needed to understand what a procedure requires — on the success of a complex process. Points of caution when using the Vademecum

• Do not mistake it for the specifications. The Vademecum explains and illustrates; it is the specifications for the registration application that carry legal weight on what is required.
• Check the version date before relying on it for an application already under way: the document is announced as a living one.

• Coordinate with your Qualiopi process.
