GRETA: how the EDUFORM label covers the French quality obligation

Search for a GRETA in the lists of organisations certified Qualiopi by a certification body and you may not find it — which is normal. The continuing-education network of the French Ministry of Education does not take the route of certification by a Cofrac-accredited body: it satisfies the quality obligation through the EDUFORM label. This particular status, poorly understood, raises legitimate questions among corporate clients, funders and partner organisations. Here is what you need to answer them precisely.

The GRETA, a distinctive player in continuing education

A GRETA is a grouping of state secondary schools — collèges and lycées — that pool their human and technical resources to deliver adult continuing education. The network covers the country at academy level, coordinated by the GIP-FCIP (public-interest groupings for continuing education and professional integration) and the academic services.

These structures compete on the same markets as private training providers: qualifying courses, preparation for vocational diplomas, work-study contracts, corporate training and responses to public training contracts. They therefore face, like any provider, the quality requirement that has conditioned access to public and pooled funding since 1 January 2022.

Why the GRETA don’t take standard Qualiopi audits

Article L. 6316-2 of the French Labour Code provides that the quality certification may be delivered either by a Cofrac-accredited certification body, or by a labelling body recognised by France compétences against the same national framework. The Ministry of Education, with its EDUFORM label, appears on the list of recognised bodies — a list reviewed every three years and renewed for the period from 1 January 2026 to 31 December 2028.

This architectural choice is no free pass. The EDUFORM label, created by a decree of 24 February 2017, rests on a good-practice framework registered with AFNOR (BP X50-762) that incorporates the requirements of the national quality framework, a labelling audit, a national commission and a ministerial decision. The label is awarded for three years, with monitoring audits — a maintenance mechanism comparable, in spirit, to Qualiopi’s certification-surveillance-renewal cycle.

The point of vigilance is the same as for any certification: scope. The label covers defined structures and services. Before building a funding file on the status of a partner GRETA, ask for the labelling attestation and check that it covers the structure concerned, for the activity concerned, at the date of the file.

One quality process, several readings of “quality”

The EDUFORM case illustrates something education research has documented for decades: the “quality” of training is not a simple object to define, and the schemes that claim to guarantee it must choose what they measure. In a landmark article published in 1993 in Assessment & Evaluation in Higher Education, Lee Harvey and Diana Green distinguish five competing conceptions of quality in education — exceptionality, perfection, fitness for purpose, value for money, and transformation of the learner (see the study).

The French schemes have opted for “fitness for purpose”: the national quality framework, common to Qualiopi and to EDUFORM’s foundation, verifies that the announced processes are actually delivered — public information, needs analysis, adaptation of services, assessment, continuous improvement. The EDUFORM label adds a layer of service commitments written from the learner’s point of view. The questions to ask before signing

For a company or funder about to work with a network structure:

1. “Is your structure covered by the EDUFORM label, and until when?” The label is awarded for three years; the structure must be able to produce its attestation.
2. “Does the planned service fall within the labelled scope?” This is the question that secures a later audit by the funder.
