Renewing the EDUFORM label: monitoring audits, deadlines, withdrawal

Obtaining the EDUFORM label is one step; keeping it is another. Like Qualiopi certification, the French Ministry of Education’s quality label follows a cycle: an award for three years, monitoring audits to verify that compliance holds over time, a renewal at the deadline — and possible withdrawal in the event of failure. Here is what the texts establish, what it means in practice for labelled structures, and how to organise stress-free maintenance.

A three-year cycle, with milestones

The scheme’s texts — the founding decree of 24 February 2017 and the order of 18 December 2019 on the conditions for awarding and withdrawing the label — outline the following mechanism:

Milestone What happens
Award Label delivered for 3 years by the minister, on the recommendation of the national labelling commission, after an audit
During the cycle Monitoring audits: verification that compliance with the framework’s commitments is maintained
Three-year deadline Renewal through a new assessment, following the same logic as the initial award
In case of failure Possible withdrawal, under the conditions set by the order of 18 December 2019

As for the precise operational calendar of monitoring audits and renewals (dates, notifications, organisation), the arrangements are managed by the ministry and the academies: the reliable source for a given structure is its academy’s continuing-education department. We stick here to what the public texts allow us to state.

What is at stake: much more than a logo

For a Ministry of Education structure, losing the label would not just be a reputational setback. Since EDUFORM is operated by a labelling body recognised by France compétences, the label counts as satisfying the quality requirement of article L. 6316-1 of the Labour Code — the mechanism is detailed in our article Is the EDUFORM label equivalent to Qualiopi? A withdrawal would therefore expose the structure on access to public and pooled funding, exactly like a certification withdrawal for a Qualiopi-certified organisation.

There is also a second clock, often forgotten: the recognition of the labelling body itself. France compétences reviews the list of labelling bodies every three years; the eight current bodies, including EDUFORM, are recognised from 1 January 2026 to 31 December 2028. The scheme as a whole is therefore re-examined at each recognition cycle — something structures do not have to manage themselves, but which is useful to know.

The parallel with the Qualiopi cycle

Structures that work alongside Qualiopi-certified organisations will recognise a familiar logic:

In both cases, the scheme’s message is the same: compliance is not a state achieved once and for all, but a practice to maintain. This is not just administrative caution. A longitudinal study by Iñaki Heras, Gavin Dick and Martí Casadesús, published in 2002 in the International Journal of Quality & Reliability Management and based on 400 certified companies compared with 400 non-certified ones, shows that the certificate in itself produces no automatic performance improvement: it is the organisation’s actual practices that make the difference, before and after certification (see the study). In other words: a quality system that only comes alive as audits approach delivers neither operational benefit nor safety at monitoring time.

Organising maintenance without last-minute reconstruction

Structures that sail through their monitoring audits share a few simple practices:

  1. A quality dashboard kept up to date. Learner satisfaction, completion rates, open and closed complaints, improvement actions: a few indicators tracked each quarter are enough to document the life of the system.
  2. Short periodic reviews rather than one massive annual internal audit. Reviewing one process a month wears teams out far less than a general reconstruction as the deadline nears.
  3. Traceability of incidents. Complaints, drop-outs, malfunctions: what matters to the auditor is not the absence of incidents but the evidence that they were handled.
  4. Keeping the scope up to date. A new activity, a new site, an organisational change: each evolution must be checked against the scope covered by the label, without waiting for the next audit.
  5. Preparing the renewal from year 2 of the cycle. The renewal self-assessment is prepared like an initial application, with the advantage of the accumulated track record.

FAQ

Frequently asked questions

+How long is the EDUFORM label valid?

The label is awarded for three years by the French Minister of Education, on the recommendation of the national labelling commission. Keeping it during the cycle is conditional on monitoring audits.

+Can the EDUFORM label be withdrawn?

Yes. The order of 18 December 2019 sets the conditions for awarding and withdrawing the label: a structure that fails to maintain compliance with the framework's commitments risks losing its label — and with it the coverage of the quality requirement provided by article L. 6316-2 of the French Labour Code.

+Is renewing EDUFORM similar to renewing Qualiopi?

In spirit, yes: a three-year cycle, an intermediate control to verify that compliance holds, then a full reassessment at the deadline. The arrangements differ: a surveillance audit around the 18-month mark by the certifier for Qualiopi, monitoring audits organised within the ministry's framework for EDUFORM.
