The 32 Qualiopi indicators: full list and table by criterion
You cannot seriously prepare for Qualiopi certification without the list of the 32 indicators in front of you. The national quality framework (RNQ), created by decree n° 2019-565 of 6 June 2019, organises these indicators into 7 criteria — but not all of them apply to every provider, and that is exactly where many certification candidates get lost. Here is the complete list, criterion by criterion, with what belongs to the common core, what only concerns CFAs and what depends on your activity.
The 7 criteria of the national quality framework
Before the detailed list, the overall structure. Each criterion groups indicators that work together: the auditor does not check them as isolated boxes, but as a system.

Criterion 1 — informing the public
- Indicator 1: public information on services, prerequisites, lead times, prices and accessibility.
- Indicator 2: performance indicators adapted to the services (satisfaction rates, pass rates…).
- Indicator 3: qualification and outcome rates — specific to apprenticeship and certifying programmes.
Criterion 2 — designing the service
- Indicator 4: needs analysis of the beneficiary and the funder.
- Indicator 5: operational, assessable objectives.
- Indicator 6: content and methods adapted to objectives and audiences.
- Indicator 7: alignment with the targeted certification — for certifying programmes.
- Indicator 8: entry-level positioning and admission procedures.

Criterion 7 — improving continuously
- Indicator 30: collecting stakeholder feedback.
- Indicator 31: handling complaints and incidents.
- Indicator 32: continuous improvement based on the feedback collected.
Not all indicators apply to you
This is the most important reading key of the framework. The number of indicators actually audited depends on your certification scope and your practices:
- The apprenticeship-specific indicators (3, 13, 14, 15, 20, 29) only concern CFAs — only they are audited on the entire framework.
- The conditional indicators only activate if the situation exists in your organisation: 16 for certifying programmes, 27 if you use subcontractors or umbrella employment, 28 if you deliver AFEST.
- New entrants additionally benefit from an adapted level of evidence on several indicators: our article on indicators adapted to new entrants explains which ones.
Finally, watch out for major non-conformities: certain indicators, known as “super-indicators”, directly trigger a major non-conformity in the event of a gap. We covered them in a dedicated article.
How to work through the list without drowning in it
The classic temptation is to treat the 32 indicators as a shopping list: one document per line, ticked off. That is exactly what auditors penalise. Academic research on management standards reaches the same conclusion: the review by Iñaki Heras-Saizarbitoria and Olivier Boiral published in 2013 in the International Journal of Management Reviews (« ISO 9001 and ISO 14001: Towards a Research Agenda on Management System Standards ») shows that the benefits of certification depend above all on the degree of internalisation of the standard: organisations that adopt it superficially, for display, gain almost nothing, while those that embed it in their real practices durably improve how they operate.
