Certification of French property diagnosticians (technical survey operators)

Self-employed and salaried property diagnosticians, building technicians retraining into the trade, and — on the other side — the organisations that train them, which face regulatory requirements of their own.

What this scheme covers

• C.1Six separate certification domains: energy performance (DPE), asbestos, lead (lead exposure risk report), termites, internal gas installation condition and internal electrical installation condition. Each domain is taken and renewed separately.
• C.2“With mention” certifications for asbestos and lead, which unlock the most technical assignments (pre-works or pre-demolition surveys, complex buildings) and involve heightened requirements.
• C.3A structured seven-year cycle: mandatory prior training, theory and practical entry exams, then monitoring by the certification body during the cycle (documentary checks, on-site inspection) and continuing training, before a recertification exam.
• C.4Personal obligations inseparable from certification: insurance covering liability arising from assignments, and no link liable to compromise impartiality and independence towards the owner, their agent or any firm that might carry out the works.
• C.5Public traceability: holders of a valid certification appear in the official register of certified diagnosticians maintained by the administration, with their domains and certification body.

The link with Qualiopi

Outside the scope of Qualiopi: this is a personnel certification grounded in the construction and housing code, not a training-provider certification. The bridge is direct on the training side — organisations preparing candidates for diagnostician certifications must meet the requirements set by the “competence” orders, and, if they want their courses funded from public or pooled funds, must be registered training providers holding Qualiopi.

The process, summarised

1. 1.Check the prerequisites for the target domains with an accredited certification body: the orders in force condition access on a level of education or on professional experience in construction.
2. 2.Complete the domain's mandatory prior training with a provider meeting the regulatory requirements — longer for “with mention” certifications.
3. 3.Sit the theory exam then the practical exam with the certification body, domain by domain.
4. 4.Before the first assignment: take out the required professional liability insurance and secure independence from clients and contracting firms.
5. 5.Sustain the cycle: respond to the certification body's monitoring checks, follow the required continuing training, then sit the recertification exam before the seven-year deadline.
