Voluntary: the cross-industry certification of France's core knowledge and skills base, registered in the Répertoire spécifique and CPF-eligible.
Issued by: Certif'Pro — the national joint body created by the French social partners, through its network of authorised organisations
Low-qualified employees and job seekers; on the supply side, providers seeking Certif'Pro authorisation to assess or train on the core skills base.
What this scheme covers
- C.1The seven domains of the core defined by the French Labour Code: communication in French; numeracy and reasoning; digital skills; teamwork; working autonomously; learning to learn; basic health, safety and environmental rules.
- C.2A three-step journey: initial assessment, training targeted at the domains not yet mastered, then a final assessment.
- C.3Award by a joint employer–union jury, based on the assessment file.
The link with Qualiopi
CléA is a certification awarded to individuals; Qualiopi certifies providers. For a CléA journey funded through the CPF or pooled funds, the assessing or training organisation must in practice hold Qualiopi on top of its Certif'Pro authorisation.
The process, summarised
- 1.For a provider: apply to Certif'Pro for authorisation (assessment and/or training) under the current specifications.
- 2.Run the initial and final assessments with the scheme's official tools.
- 3.Submit the files to the joint jury, which awards the certificate.

+Who is the CléA certificate for?
Primarily people with few or no qualifications: it attests mastery of the core knowledge and skills useful in any work situation, independently of a specific occupation.
+Is CléA eligible for CPF funding?
Yes: the certification is registered in the Répertoire spécifique, which makes preparation courses eligible for the personal training account (CPF).
+Who can deliver CléA assessments?
Only organisations authorised by Certif'Pro or by the networks it has mandated, in line with the scheme's national specifications.
